Resumo: COBIT 2019 (Government, Control and Review of Information and Related Technologies) presents a life cycle ensuring that IT resources work in a holistic way in relation to the institution under study. This research work was carried out with the objective of designing a Strategic Plan applying the COBIT 2019 methodology at the Luis Vargas Torres de Esmeraldas Technical University (UTLVTE). The research was descriptive and applied, the study began with the identification of the main shortcomings through the application of the COBIT 2019 design guide to IT management, starting from a measurement instrument. Among the results of the evaluation, the main weaknesses were the insurance management, budget management and the deficiency in the stability of the services. The research will conclude on strategies for IT planning, in order to expand the degree of maturity in the design and monitoring of an innovation, support and maintenance plan, to achieve high availability of user services.

El presente trabajo de investigación se realizó con el objetivo de diseñar un Plan Estratégico aplicando la metodología COBIT 2019 en la Universidad Técnica Luis Vargas Torres de Esmeraldas (UTLVTE). La investigación fue de tipo descriptiva y aplicada, se inició el estudio con la identificación de las principales falencias por medio de la aplicación de la guía de diseño de COBIT 2019 a la gestión TI, partiendo de un instrumento de medición. Dentro de los resultados de la evaluación se evidenció como principales debilidades la gestión de aseguramiento, gestión del presupuesto y la deficiencia en la estabilidad de los servicios. La investigación permitió concluir en estrategias para la planificación del departamento TI, con la finalidad de ampliar el grado de madurez en el diseño y seguimiento de un plan de innovación, soporte y mantenimiento, para lograr una alta disponibilidad de servicios al usuario.COBIT 2019 (Governance, Control and Review of Information and Related Technologies) apresenta um ciclo de vida que assegura que os recursos de TI funcionam de forma holística em relação à instituição em estudo. Este trabalho de investigação foi realizado com o objectivo de conceber um Plano Estratégico aplicando a metodologia COBIT 2019 na Universidad Técnica Luis Vargas Torres de Esmeraldas (UTLVTE). A investigação foi descritiva e aplicada, o estudo começou com a identificação das principais deficiências através da aplicação do guia de concepção COBIT 2019 à gestão de TI, com base num instrumento de medição. Entre os resultados da avaliação, os principais pontos fracos foram encontrados na gestão de garantias, gestão orçamental e deficiências na estabilidade dos serviços.
