Resumo: | This thesis aimed to evaluate the socioeconomic impacts of the productive projects of the Rural Poverty Combat Program in Bahia (Produzir-III). Poverty in Brazil is concentrated in the North and Northeast regions, and the state of Bahia has the largest number of individuals in this situation. The Produzir-III is a project focused on rural poverty combat in the Northeast and aimed to finance social projects, production, and infrastructure, at no cost and with decentralized governance. The main benefit is a project grant that is given to a community association. A community association is responsible for the implementation, maintenance, and management of its project. Therefore, calls up that the community organization enables the generation of social capital and thus empowerment of beneficiaries. To achieve the proposed objectives were carried out of cases and survey studies. The case studies were chosen intentionally and performed in 2013, with seven studied projects. Additionally, in 2014, 27 projects, of which 19 mechanization projects, 5 of flour mills and three honey processing units, provided data for economic and financial analysis. The selection of the project was performed to comprise each type of productive Produzir-III project. Data were analyzed from the net cash flow, discounted by the methods of Internal Rate of Return. The survey was conducted in October and November 2013. The survey sample included two groups: beneficiary households and the control group (non-beneficiary households). Beneficiaries were selected from productive projects. A control group is a comparison group, which has similar characteristics to those of beneficiaries. Members of this group were selected after the selection of beneficiaries. Data analysis was performed using descriptive statistics of selected indicators for the two groups, and the measurement of impacts. Before measuring the impact, the two samples (beneficiaries and control) were paired, and then the difference in difference method was performed. The results showed that the associations face difficulties regarding collective and financial management of the project, mainly associated with low level of education and under-utilization of projects. The results of the statistical analysis show that the majority of household heads are male, with an average age around 50 years; low level of education; whose main occupation is farming, working on their own. These characteristics are consistent with the poor people in rural areas. Finally, the difference in differences analysis showed that the productive projects had positive impacts on most of the selected indicators. However, the impact was significant at 5% for housing and housing conditions; car ownership, refrigerator, satellite dish and cattle, pigs, goats, sheep; and associative experience. In general, the impacts of Produzir-III were small and in few respects. |

A pobreza no Brasil concentra-se nas regiões Norte e Nordeste e o estado da Bahia possui o maior número de indivíduos nesta situação. O Produzir-III é um projeto focalizado de combate à pobreza rural no Nordeste e visa financiar projetos sociais, produtivos e de infraestrutura, a fundo perdido e com governança descentralizada. A concessão do benefício é condicionada à organização da comunidade em associações, responsáveis pela execução, manutenção e gestão dos projetos. Preconiza-se que a organização comunitária possibilitará a geração de capital social e o consequente empoderamento dos beneficiários. Para alcançar os objetivos propostos foram realizados estudos de casos e um survey. Os estudos de casos foram realizados em 2013, escolhidos intencionalmente. Ao total, sete projetos foram estudados. Adicionalmente, em 2014 foram realizados estudo de casos de 27 projetos, dentre os quais 19 projetos de mecanização, 5 de casas de farinha e 3 unidades de beneficiamento de mel para a realização complementar da análise econômico-financeira. A seleção dos projetos foi realizada de modo a garantir representatividade de cada tipo de projeto produtivo do Produzir-III. Os dados foram analisados a partir do fluxo de caixa líquido descontado, pelo método da Taxa Interna de Retorno. O survey foi realizado entre outubro e novembro de 2013. A amostra compreendeu a formação de dois grupos: de beneficiários; e do grupo de controle, formado por domicílios que solicitaram, mas não foram beneficiados. Os beneficiários foco deste estudo são aqueles que foram contemplados exclusivamente com projetos produtivos. O grupo de controle caracterizou-se como um grupo de comparação, cujas características de ingresso fossem semelhantes às dos beneficiários. A seleção deste foi feita após definidos os domicílios do grupo de beneficiários, apresentando o mesmo desenho amostral. Para a análise dos dados foi realizada análise estatística descritiva dos indicadores selecionados para os dois grupos e a mensuração do impacto. Para mensurar o impacto foi realizado primeiramente o pareamento das amostras e, após este processo, utilizou-se o método da dupla-diferença. Os resultados dos casos e das análises econômico-financeiras mostraram que as associações possuem dificuldades quanto à gestão coletiva e financeira do projeto, certamente em função da baixa escolaridade dos beneficiários e da subutilização dos projetos. Já os resultados da análise estatística mostraram que a maioria dos chefes de família são do gênero masculino, com idade média em torno dos 50 anos; baixo nível de escolaridade; cuja ocupação principal é a atividade agropecuária, trabalhando por conta própria. Estas características são condizentes com características de indivíduos pobres que residem no meio rural. Por fim, os resultados da dupla-diferença revelam que os projetos produtivos impactaram positivamente sobre a maioria dos indicadores selecionados. Entretanto, o impacto foi significativo ao nível de 5% para: condição da moradia e habitação; a posse de automóveis, geladeira, antena parabólica e de bovinos, suínos, caprinos, ovinos; e experiência associativa.
