Extroversão da política e introversão dos sindicatos?: o sindicalismo petroleiro entre o novo desenvolvimentismo e a restauração do neoliberalismo (2008-2020)

Resumo: This dissertation aims at analyzing the conditions by which oil unionism was able to organize itself in order to shape oil politics courses since 2008. Thus, this research rebuilds such unionism formation process since Petrobras national-developmentalist landmarks in 1950s till the consolidation of oil unionism institutional and discursive power. Moreover, we investigated the recovery of structural and associative foundations of oil unionism power in 1990 and 2000 decades. Such recovery, allowed oil workers to engage in attempts of intervening on the pre-salt regulatory mark process between 2008 and 2010. As far as that was achieved, they revealed their ability of acting strategically and asserting their autonomy concerning the political interest of the cores of different governments, in what regards oil politics and Petrobras management. Up to 2020, the new developmentalism economical guidelines formed a fundamental reference to oil unionism action, direct or indirectly, insisting on the idea that state should expand its participation in oil sector to the utmost, by means of Petrobras investments on the branch. Therefore, they opposed to the reversion of new developmentalism principles in what concerns economic policies directed at oil industry. Nevertheless, the main antagonism to the public company policies, from 2016 onwards, has relied on effervescence of a new solidarity spirit between union bases and board. In February 2020, threatened by the company board privatization agenda, they went on a 20-day strike, the largest since the 1995 historical stoppage.

À cet effet, nous avons reconstitué le processus de formation de ce syndicalisme dès les marques national-développementistes fondatrices de la Petrobras des années 1950 jusqu’à la consolidation des pouvoirs institutionnels et discursifs du syndicalisme pétrolier. D’ailleurs, nous avons analysé l’apparent rétablissement des fondements structural et associatif du pouvoir syndical pétrolier entre 1990 et 2000. Ce rétablissement a permis aux pétroliers de s'engager dans une perspective d’intervention dans le définition du cadre d’action concernant le pré-sel, entre 2008 et 2010, mettant à l'évidence leurs compétences en actions stratégiques et en autonomie relative face aux intérêts arrangés par le socle politique des différents gouvernements, tant sur la politique pétrolière que sur la gestion de la Petrobras. Les directives économiques néo-développementistes ont établit de façon directe et indirecte, jusqu'à l'année 2020, une référence de base à l'action du syndicalisme pétrolier, qui a insisté sur l’idée que l'Etat devrait amplifier au maximum sa participation dans le domaine du pétrole par le biais des investissements réalisés par Petrobras. De ce fait, ils se sont systématiquement opposés à la réversion des principes néo-développementistes en ce qui concerne la politique économique par rapport à l'industrie du pétrole. Cependant, la plus grande opposition aux politiques des gestions de l’entreprise, à partir de 2016, n’a eu lieu que par la fermentation d’une nouvelle solidarité entre les bases et la direction syndicale. En février 2020, menacés par les projets de privatisation de leurs gestionnaires, les employés ont soutenu, pendant vingt jours, la plus grande grève depuis 1995.O objetivo geral desta tese é analisar as condições pelas quais o sindicalismo petroleiro foi capaz de organizar-se para influenciar nos rumos da política do setor petrolífero a partir de 2008. Para tanto, reconstruiu-se o processo de formação desse sindicalismo desde os marcos nacional-desenvolvimentistas fundacionais da Petrobras na década de 1950 até a consolidação dos poderes institucional e discursivo do sindicalismo petroleiro. Além disso, examinou-se a relativa recuperação das bases estrutural e associativa do poder sindical petroleiro entre os anos 1990 e 2000. Essa recuperação permitiu aos petroleiros engajarem-se na tentativa de interferir no processo de definição do marco regulatório do pré-sal entre 2008 e 2010. E, na medida em que o fez, demonstrou a capacidade de agir estrategicamente e afirmar sua autonomia relativa frente aos interesses organizados pelo núcleo político dos diferentes governos, tanto no que diz respeito à política petrolífera, quanto no que concerne à gestão da Petrobras. Até 2020, as diretrizes econômicas novo desenvolvimentistas, direta e indiretamente, constituíram uma referência fundamental da ação do sindicalismo petroleiro, que insistiu na ideia de que o Estado deveria ampliar ao máximo sua participação no setor petrolífero, por meio dos investimentos praticados pela Petrobras. Desse modo, opuseram-se de modo sistemático à reversão dos pressupostos novo desenvolvimentistas em matéria de política econômica relativa à indústria de petróleo. No entanto, a oposição mais forte às políticas das gestões da estatal, de 2016 em diante, dependeu da fermentação de uma nova solidariedade entre as bases e a direção sindical.
