Resumo: This paper discusses the centrality of the theme of regional development in the process of formulation, decision-making and implementation of the federal public policy on professional and technological education in Brazil since 2003. Based on a documental analysis of the legislative process and implementation of the Institutos Federais de Educação, Ciência e Tecnologia (IFs), it recovers the history and political-pedagogical conception of the institution. Education, Science and Technology, recovers the history and political-pedagogical conception of the institution. With this, it aims to verify the hypothesis that the innovative character of this policy resides in the endogenous regional development, backbone of the purposes and objectives inscribed in its creation law. It is concluded, on the one hand, that the intersectoriality of public policy circumvented the bachelor culture and the lack of prestige that, in general, professional education occupies in the country. It also overcame the false dichotomy between basic education and technical education and was not guided by the immediate needs of the market. On the other hand, the pre-existing organizational culture and the lack of institutional spaces for participation resulted in little interaction between the campuses and the local social, cultural and productive arrangements, establishing a fragile and discontinuous link with regional development.

Educação, Ciência e Tecnologia (IFs), recupera o histórico e criação-pedagógica da instituição. Com isso, criação de uma hipótese de que o objetivo dessa definição reside no desenvolvimento regional, das finalidades e objetivos em sua lei de finalidade.
