EMERGENCIAL MANAGEMENT OF PRIMARY HEALTH CARE RESOURCES IN COVERING THE PANDEMIC OF COVID-19

Resumo: Objectives: To present the contribution of primary health care to São Paulo in the emergency management of resources to deal with the coronavirus pandemic. Methods: Case study conducted in the light of a theoretical framework on the guideline of managerial thinking, in the context of 30 basic health units, containing 170 family health teams with 604,772 people registered. Results: The emergency management of resources in the face of the pandemic challenged strategic management skills in the management of intervention methods capable of successfully operationalizing the management practices of human, material, physical, financial, political and information resources, among other situations never experienced. In view of the speed of disease transmission, creativity and focus have become essential skills for decision-making agility, whose effectiveness depended on the solution of unexpected situations with risk of entropy and organic instability of health services. Conclusions: The emergency management actions to face the pandemic in primary care resulted in a series of critical adjustments in resources to maintain control of the crisis. The study can contribute to services of the same nature to guide actions or to awaken ideas capable of achieving better results in facing the pandemic.

Métodos: Estudio de caso realizado a la luz de un marco teórico sobre la guía del pensamiento gerencial, en el contexto de 30 unidades básicas de salud, que contiene 170 equipos de salud familiar con 604,772 personas registradas. Resultados: La gestión de emergencia de los recursos frente a la pandemia desafió las habilidades de gestión estratégica en la gestión de métodos de intervención capaces de poner en práctica con éxito las prácticas de gestión de recursos humanos, materiales, físicos, financieros, políticos y de información, entre otras situaciones nunca experimentadas. En vista de la velocidad de transmisión de la enfermedad, la creatividad y el enfoque se han convertido en habilidades esenciales para la agilidad en la toma de decisiones, cuya efectividad dependía de la solución de situaciones inesperadas con riesgo de entropía e inestabilidad orgánica de los servicios de salud. Conclusiones: Las acciones de manejo de emergencias para enfrentar la pandemia en atención primaria resultaron en una serie de ajustes críticos en los recursos para mantener el control de la crisis. El estudio puede contribuir a servicios de la misma naturaleza para guiar acciones o despertar ideas capaces de lograr mejores resultados para enfrentar la pandemia.Objetivos: Apresentar a contribuição da atenção primária à saúde paulistana no gerenciamento emergencial de recursos para enfrentamento à pandemia de coronavirus. Métodos: Estudo de caso conduzido à luz de referencial teórico sobre diretriz de pensamento gerencial, no contexto de 30 unidades básicas de saúde, contendo 170 equipes de saúde da família com 604.772 pessoas adscritas. Resultados: O gerenciamento emergencial de recursos no enfrentamento à pandemia desafiou habilidades da gestão estratégica no manejo de métodos de intervenção capazes de operacionalizar com êxito as práticas de administração de recursos humanos, materiais, físicos, financeiros, políticos e de informação, dentre outras situações nunca vivenciadas. Diante da velocidade de transmissão da doença, criatividade e foco tornaram-se competências indispensáveis à agilidade decisória, de cuja eficácia dependia a solução de situações inesperadas com risco de entropia e instabilidade orgânica dos serviços de saúde. Conclusões: As ações de gerenciamento emergencial para enfrentamento da pandemia na atenção primária resultaram numa série de ajustes críticos nos recursos para manter o controle da crise.
