PROVENANCE AND EMERGENCY OF THE INCLUSION MONITOR

Resumo: This paper aims to investigate the provenance and emergence of the inclusion of the monitor using documentary analysis. We operate with the combination of Michel Foucault's theories regarding the concept of genealogy, provenance and emergence, and with the discussions of Stephen J. Ball and collaborators on the policy cycle approach, specifically with the linking of the contexts of influence and text production. By tracing the three threads of the origin of education, such as a human rights, the right of schooling and the right of inclusion and school support, the inclusion monitor emerges as an effect of the reconfiguration of the school space and the need to attend to these new subjects of rights that have passed to enter regular schools, aspects that demonstrated a need for the school to focus on the students and individualize their processes, thus mobilizing the so-called support services. The brief analysis of the documents of provenance and emergence is a sample of the understanding that the statements present in such documents are linked to a way of being of the social and educational thought of a time.

Operamos con la combinación de las teorías de Michel Foucault, en lo referente al concepto de genealogía, procedencia, emergencia, y con las discusiones de Stephen J. Ball y colaboradores sobre el abordaje del ciclo de políticas, específicamente con la vinculación de los contextos de influencia y producción de texto. Al trazar los tres hilos de procedencia de la educación como derecho humano, derecho a la escolarización y derecho a la inclusión y al apoyo escolar, el monitor de inclusión emerge como efecto de la reconfiguración del espacio escolar y de la necesidad de atender a estos nuevos sujetos de derechos que pasaron a ingresar a las escuelas regulares, aspectos que evidenciaron la necesidad de que la escuela se enfoque en el alumno e individualice sus procesos, movilizando así los llamados servicios de apoyo. El breve análisis de los documentos de procedencia y surgimiento es una muestra del entendimiento de que los enunciados presentes en tales documentos están vinculados a un modo de ser del pensamiento social y educacional de una época.O presente artigo tem o objetivo de investigar a proveniência e a emergência do monitor de inclusão utilizando a análise documental. Operamos com a combinação das teorizações de Michel Foucault, no que concerne ao conceito de genealogia, proveniência emergência, e com as discussões de Stephen J. Ball e colaboradores sobre a abordagem do ciclo de políticas, especificamente com a vinculação dos contextos de influência e produção de texto. Ao traçar os três fios de proveniência da educação como direito humano, direito à escolarização e direito a inclusão e ao apoio escolar, o monitor de inclusão emerge como efeito da reconfiguração do espaço escolar e da necessidade de atendimento a esses novos sujeitos de direitos que passaram a adentrar as escolas regulares, aspectos que demonstraram uma necessidade da escola de se voltar ao aluno e individualizar seus processos, mobilizando assim os denominados serviços de apoio.
