THE RELATIONS OF AGRIBUSINESS WITH THE STATE UNDER THE POLITICAL HEGEMONY OF INTERNATIONAL FINANCE CAPITAL IN THE FIRST ACTS OF THE THIRD LULA GOVERNMENT

Resumo: Lula da Silva's rise to a third presidential term occurs amid a historical situation full of emerging class conflicts and dynamic economic movements, such as the financialization and foreignization of land and the financialization of agriculture. As they play an important role in the political-ideological consolidation of agribusiness, the hypothesis is that such effects affect the formation of the power block of the Brazilian State. Therefore, based on a bibliographical review and a documentary analysis using secondary sources, the research seeks to investigate the political alignments and conflicts of the agribusiness class fraction with the interests of the bourgeois fraction associated with international capital. The manifestation of the class fractions that make up agribusiness as a “political concert” consolidated in the representative political scene is due both to their performance in the executive branch and to their significant presence in the National Congress. It must be considered, however, that the hegemonic class fraction in the peripheral liberal model is the associated great bourgeoisie, which, in turn, holds political power and represents the interests of international financial capital, ultimately.

Como juegan un papel importante en la consolidación político-ideológica del agronegocio, la hipótesis es que tales efectos afectan la formación del bloque de poder del Estado brasileño. Por lo tanto, a partir de una revisión bibliográfica y un análisis documental utilizando fuentes secundarias, la investigación busca indagar en los alineamientos políticos y conflictos de la fracción de clase del agronegocio con los intereses de la fracción burguesa asociada al capital internacional. La manifestación de las fracciones de clase que conforman el agronegocio como un “concierto político” consolidado en el escenario político representativo se debe tanto a su desempeño en el Ejecutivo como a su importante presencia en el Congreso Nacional. Hay que considerar, sin embargo, que la fracción de clase hegemónica en el modelo liberal periférico es la gran burguesía asociada, que, a su vez, detenta el poder político y representa, en última instancia, los intereses del capital financiero internacional.A ascensão de Lula da Silva para o terceiro mandato presidencial ocorre em meio a uma conjuntura histórica dotada de conflitos de classe emergentes e movimentos econômicos dinamizados, como a financeirização e a estrangeirização das terras e a financeirização da agricultura. Por constituírem o papel importante na consolidação politico-ideológica do agronegócio, parte-se da hipótese de que tais efeitos incidem sobre a conformação do bloco no poder do Estado brasileiro. Com isso, a partir de uma revisão bibliográfica e uma análise documental por fontes secundárias, a pesquisa busca investigar os alinhamentos e os conflitos políticos da fração de classe do agronegócio com os interesses da fração burguesa associada ao capital internacional. A manifestação das frações de classe que compõem o agronegócio como “concertação política” consolidada na cena política representativa, se dá tanto pela sua atuação no poder executivo, como sua presença expressiva no Congresso Nacional.
