PRIVATIZATION AS A MECHANISM OF ACCUMULATION BY DISPOSSESSION

Resumo: | This article discusses the privatization of education based on a broader theoretical study with the purpose of understanding the educational path in Brazil from the development of contemporary capitalism perspective. Therefore, it understands the privatization processes as the development of the current system of capital accumulation particularities, especially regarding its impact and advance on assets such as public education, which had been on the edge of profit calculations. From this perspective, the possibilities and the limits of the concept of accumulation by dispossession, proposed by David Harvey’s, are brought up for the discussion that the privatization of education derives from the ongoing process of capital accumulation. The dispossessing or expropriating character of capitalism in its current stage has the privatization as one of its most important devices, unarguably the most devastating. The connections for such a proposal are considered from the point of view of imperialism, particularly in its neoliberal stage, within the confrontational context of the capital systemic crisis. |

El artículo examina la privatización de la educación a partir de un estudio ampliado con la finalidad de aprehender el curso de la educación brasileña en el contexto del desarrollo del capitalismo contemporáneo. Consecuentemente, se analizan los procesos de privatización como una característica del actual sistema de acumulación capitalista, especialmente en cuanto a su alcance y penetración sobre activos, tal como la educación pública, que hasta entonces estaban al margen de los cálculos de la rentabilidad. Desde esta perspectiva se propone el examen de la fecundidad y los límites del concepto de acumulación por desposesión de David Harvey. Se examina la tesis sobre la privatización de la educación como consecuencia del proceso de acumulación en desarrollo. La naturaleza expoliadora y expropiadora del capitalismo en su actual etapa tiene la privatización como uno de sus más importantes recursos, y probablemente también el más devastador. Esta propuesta es considerada a partir del imperialismo, especialmente en su fase neoliberal teniendo presente el enfrentamiento y la crisis sistémica del capital. O artigo discute a privatização da educação a partir de um estudo mais amplo de natureza teórica, cuja finalidade é apreender o curso da educação no Brasil na perspectiva dos desenvolvimentos do capitalismo contemporâneo. Compreende, portanto, os processos de privatização como desdobramentos das particularidades do atual sistema de acumulação do capital, especialmente no que concerne ao seu alcance e avanço sobre ativos, como a educação pública, que até então estavam mais à margem dos cálculos de lucratividade. É dessa perspectiva que é proposto o exame da fertilidade e dos limites do conceito de acumulação por espoliação de David Harvey para a discussão da tese de que a privatização da educação deriva do processo de acumulação do capital em curso. O caráter espoliador ou expropriador do capitalismo em seu estágio atual tem a privatização como um de seus mais importantes dispositivos, seguramente o mais devastador. Os nexos dessa proposição são considerados a partir do imperialismo, em particular em sua etapa neoliberal, no contexto do enfrentamento das crises sistêmicas do capital.
