Coronavirus, the teacher of the catastrophe: lessons learnt about Public Health System and the relationship between public and private sectors

Resumo: Based on political, economic and social conditions prior to the pandemic, the text discusses the dramatic consequences of the privatization processes of the Brazilian Unified Health System for the implementation of effective actions against COVID-19. The reforms promoted by the Brazilian State in recent years, namely tax adjustments, labor and social security reforms and Constitutional Amendment 95, correlate, as preconditions to the current scenario and related to the privatization of the national health system, the effects of which have been harmful to the working class, as well as to the public health. In this context, determined by the devastating corporate form of capital, the transfer of public resources to private health sector is brutal. It is deduced, therefore, that the pandemic deepens the impacts in term of the vulnerability of labor and the de-financing of the Unified Health System in its multiple dimensions. The text concludes by emphasizing that the pedagogy of the catastrophe caused by the pandemic does not ensure the improvement or overcoming the current sociability, and may even result in more barbarism, which, ultimately, can only be prevented if new social norms are created for the benefit of the entire of humanity.

Basada en las condiciones políticas, económicas y sociales previas al surgimiento de la pandemia, el texto analiza las dramáticas consecuencias de los procesos de privatización del Sistema Único de Salud beasileño para la implementación de acciones efectivas contra el Covid-19. Se correlacionan, como condiciones que anteceden al escenario actual y relacionados a la privatización del Sistema Único de Salud, a las reformas promovidas por el Estado brasileño en los últimos años, a saber, de los ajustes fiscales, de las reformas laborales y de la seguridad social y a la Enmienda Constitucional 95, cuyos efectos se han mostrado perjudiciales para la clase trabajadora, así como para la salud colectiva. En este contexto, determinado por la devastadora forma corporativa de capital, se identifica la brutal transferencia de recursos públicos a la salud privada. Por lo tanto, se deduce que la pandemia profundiza los impactos de la vulnerabilidad del trabajo y la falta de financiación del Sistema Único de Salud en sus diversas dimensiones. El texto concluye haciendo hincapié en que la pedagogía de la catástrofe impuesta por la pandemia no es garantía de mejora o de superación de la actual sociabilidad, e incluso puede dar lugar a una mayor barbarie, que, en última instancia, solo se podrá evitar si se crea una nueva forma social en beneficio de toda la humanidad. Fundamentado em condicionantes políticos, econômicos e sociais anteriores à emergência da pandemia, o texto discute as consequências dramáticas dos processos de privatização do Sistema Único de Saúde para a implementação de ações efetivas contra o Covid-19. Correlacionam-se, como condicionantes prévios ao cenário atual e relacionados à privatização do Sistema Único de Saúde, as reformas promovidas pelo Estado brasileiro nos últimos anos, a saber, os ajustes fiscais, as reformas trabalhista e previdenciária e a Emenda Constitucional 95, cujos efeitos têm se mostrado nefastos sobre a classe trabalhadora, assim como para a saúde coletiva. Neste contexto, determinado pela forma societária devastadora do capital, localiza-se a transferência brutal dos recursos públicos para a saúde privada. Deduz-se, portanto, que a pandemia aprofunda os impactos da vulnerabilização do trabalho e do desfinanciamento do Sistema Único de Saúde em suas múltiplas dimensões. O texto conclui enfatizando que a pedagogia da catástrofe imposta pela pandemia não é garantia de aperfeiçoamento ou superação da atual sociabilidade, podendo inclusive redundar em mais barbárie, que, em última instância, só pode ser impedida se uma nova forma social for gestada em benefício da totalidade da humanidade.
