New legal framework for innovation and the national innovative capacity: an analysis of selected indicators

The scope of this research is to analyze the evolution of innovation indicators and scientific and technological production in the country in the period 2010-2020, questioning the relationships between this performance and changes in the normative content enshrined in the legal framework of the National Innovation System (SNI) in Brazil, based on Constitutional Amendment 85/2015, Federal Law No. 13,243/2016, and Decree No. 9,283/2018. This set of norms, however, was implemented in the midst of a context of economic stagnation and a violent confrontation between the developmental and fiscal orientations of the Brazilian economic agenda, reflecting a sharp decline in GDP, income, increase in unemployment, inflation and of the public debt. With that in mind, this study aims to investigate, in an exploratory way, the changes promoted by the new legal framework for innovation, in terms of the regulatory environment, and its implications for the national innovative capacity. The diagnosis points out the limitations in achieving the objectives proposed by the new policy, due to other factors in the system, such as external crises, competing policies and lack of strategic coordination.
