TEACHING STRATEGIES AMIDST PANDEMICS IN RIO DE JANEIRO: DIALOGUES WITH SCHOOL MANAGEMENT

Resumo: | This study aims to discuss the stratetegies employed in a full-time municipal public school in Rio de Janeiro to tackle the challenges posed by the pandemic in education, spanning from the complete closure of Rio de Janeiro schools in 2020 to their full reopening in 2022. Based on Lipsky's Street-level Bureaucracy perspective, we contextualize the discretionary actions of the school manager and their team as street-level bureaucrats. When delivering public service, they reinterpret and enact policy while adhering to the guidelines from the high-ranking bureaucrats (Municipal Government and Education Department) as they strive to respond to the demands of the school community. We conducted semi-structured interviews with the school management and analyzed the data derived from Discursive Textual Analysis, categorizing and interpreting the findings. The results reveal longstanding challenges reshaped by the pandemic context and provocations that demand action from school management, emphasizing the importance of observing these implementing agents at the street-level. |

Utiliza-se a teoria Street-level Bureaucracy lipskyana para contextualizar a ação discricionária da gestão escolar como burocrata de nível de rua que, na prestação do serviço público, ressignificam e fazem a política ao observarem as orientações expressas no alto escalão (Prefeitura Municipal e Secretaria de Educação), à medida que buscam responder às demandas da comunidade escolar. Foram realizadas entrevistas semiestruturadas com a gestão da escola, que foram analisadas por meio da Análise Textual Discursiva, categorizadas e interpretandas.
