FROM PARTNERSHIPS TO PRIVATIZATION: THE ADVANCE OF THE PRIVATE SECTOR IN BRAZILIAN EDUCATIONAL POLICY

Resumo: The article analyzes how the trends of education privatization in Brazil have unfolded in recent years, in light of a critical and systematic review of recent literature in the field of educational policy, conducting an approach to the notion of endogenous and exogenous privatization discussed by Ball and Youndell (2007) and by other references such as Adrião (2017, 2018); VENCO; BERTAGNA; GARCIA (2021). It discusses and analyzes how public-private partnerships in education are being formed through contracts, concessions, and other instruments that constitute new and different forms of privatization materializing through various intentional strategies and market-oriented bases, as well as forming a network architecture involving public and private actors that contribute to the organic set of public policies. The study identified a movement towards the expansion of privatization processes in various fronts of education, attempting to appropriate public policies and public funds, configuring as an arena of disputes over educational projects and worldviews that converge to give new meanings to the role of the State.

Discute y analiza cómo se están constituyendo las asociaciones público-privadas en educación a través de contratos, concesiones y otros instrumentos que constituyen nuevas y diferentes formas de privatización que se materializan a partir de diferentes estrategias intencionales y orientadas en base a la lógica de mercado, así como componen una arquitectura de redes con la participación de actores públicos y privados que se suman al conjunto orgánico de las políticas públicas. El estudio identificó que existe un movimiento de expansión de los procesos de privatización en varias áreas de la educación, en un intento de apropiación de las políticas públicas y del fondo público, configurándose como una arena de disputa de proyectos educativos y visiones del mundo que convergen para fundamentar nuevos sentidos del papel del Estado.O artigo analisa como as tendências de privatização da educação no Brasil tem se apresentado nos últimos anos, à luz de uma revisão crítica e sistemática da literatura recente no campo da política educacional, realizando uma abordagem acerca da noção de privatização endógena e exógena discutida por Balll e Youndell (2007) e por outras referências como Adrião (2017, 2018); VENCO; BERTAGNA; GARCIA (2021). Discute e analisa como vem se constituindo as parcerias público-privadas em educação a partir de contratos, concessões e outros instrumentos que se constituem como novas e diferentes formas de privatização que se materializam a partir diferentes estratégias intencionais e orientadas com base na lógica de mercado, assim como compõem uma arquitetura de redes com o envolvimento de atores públicos e privados que se agregam ao conjunto orgânico das políticas públicas.
