INDICATORS AS A MANAGEMENT APPLIANCE IN SOCIAL ORGANIZATIONS OF PROFESSIONAL AND TECHNOLOGICAL EDUCATION IN THE STATE OF GOIÁS

Resumo: | Given the emergence of the Third Sector and the need to assess the management of Social Organizations (SOs), this paper seeks to investigate which performance indicators, proposed in a management contract, can more fully reflect the assessment of the management process. Social Organizations of Professional and Technological Education in the State of Goiás. This paper aims to identify the relevance of the indicators proposed in the Management Contract by the State Secretariat for Technological Development (SEDI) for the assessment of Oss linked to it. Therefore, we opted for a qualitative approach, with a case study strategy, with was carried out at the Center for Solutions in Technology and Education (CENTEDUC). Data collection took place through documentary research, application of questionnaires and interviews. Content analysis was carried out with the support of the NVivo software, which made it possible to extract descriptive data and infer the qualitative analysis. The results show that the vast majority of indicators proved to be relevant in relation to the periodicity criterion. Many of the indicators met the question of feasibility. It was also found that the indicators were able to capture the adequacy of the offer of courses in relation to regional qualification demands. A good part of the indicators is capable of measuring the management and implementation capacity of public agents. Finally, the indicators were able to demonstrate the organization's capacity for institutional articulation and some indicators were suggested, such as: “managers' performance”; “professional turnover” and “teacher qualification”. |

Educación en el Estado de Goiás Este trabajo tiene como objetivo identificar la relevancia de los indicadores propuestos en el Contrato de Gestión por la Secretaría de Estado de Desarrollo Tecnológico (SEDI) para la evaluación de los sistemas operativos vinculados al mismo. Por ello, optamos por un enfoque cualitativo, con una estrategia de estudio de caso, que se llevó a cabo en el Centro de Soluciones en Tecnología y Educación (CENTEDUC). La recolección de datos se realizó mediante investigación documental, aplicación de cuestionarios y entrevistas. El análisis de contenido se realizó con el apoyo del software NVivo, que permitió extraer datos descriptivos e inferir el análisis cualitativo, los resultados muestran que la gran mayoría de indicadores resultaron ser relevantes en relación al criterio de periodicidad. Muchos de los indicadores respondieron a la cuestión de la viabilidad. También se encontró que los indicadores lograron captar la adecuación de la oferta de cursos en relación a las demandas regionales de calificación. Buena parte de los indicadores es capaz de medir la capacidad de gestión e implementación de los agentes públicos. Finalmente, los indicadores lograron demostrar la capacidad de articulación institucional de la organización y se sugirieron algunos indicadores como: “desempeño de los gerentes”; “Rotación profesional” y “calificación docente”.Diante da emergência do Terceiro Setor e da necessidade de se avaliar a gestão de Organizações Sociais (OSs), este trabalho busca investigar quais indicadores de desempenho, propostos num contrato de gestão, podem refletir de maneira mais completa a avaliação do processo de gestão de Organizações Sociais de Educação Profissional e Tecnológica no Estado de Goiás. O presente trabalho tem como objetivo identificar a pertinência dos indicadores propostos no Contrato de Gestão pela Secretaria e Estado e Desenvolvimento Tecnológico (SEDI) para a avaliação das OSs a ela vinculadas.Para tanto, optou-se pela abordagem qualitativa, com estratégia do estudo de caso, que foi realizado na instituição Centro de Soluções em Tecnologia e Educação (CENTEDUC). A coleta de dados se deu por pesquisa documental, aplicação de questionários e entrevistas. A análise de conteúdo foi feita com o apoio do software NVivo, o que possibilitou extrair dados descritivos e inferir a análise qualitativa.Os resultados mostram que a grande maioria dos indicadores se mostrou pertinente em relação ao critério da periodicidade. Muitos dos indicadores atenderam ao quesito da factibilidade. Constatou-se ainda que os indicadores conseguiram captar a adequação da oferta de cursos em relação às demandas de qualificação regional. Boa parte dos indicadores é capaz de mensurar a capacidade de gestão e implementação dos agentes públicos.
