Primary health care beyond COVID-19: Challenges for maintaining routine activities

Resumo: Objective: To reflect on the challenges of maintaining routine primary health care activities beyond the context of COVID-19. Method: Reflective study on the impacts caused by the COVID-19 pandemic on the functioning of primary health care regarding its routine activities. Documents from the Latin American and Caribbean Literature in Health Sciences, Medline and Nursing Database databases were used, searched between February and April 2023. Results: From the reflections woven based on the findings of the literature, it was observed that primary health care was influenced by the pandemic context according to its consequences. Therefore, the following thematic categories were listed for reflection: primary health care idealized during the COVID-19 pandemic, Difficulties in action that emerged with the pandemic developments and Inheritance of the pandemic that have the potential to promote the remodeling of PHC. Final considerations: Primary health care was presented as an important means of combating covid-19. Due to the magnitude of the pandemic, its reorganization was required, with many of its functions being placed in the background. Just as ways of reorganizing primary health care were outlined for pandemic control, new ways of conducting it post-pandemic are a challenge to be faced, since such measures associated with fear of contamination by the population led to the non-demand for health care services. health, resulting in a scenario in which acute diseases were neglected, a consequence of the distance between the population and health units.

Método: Estudio reflexivo sobre los impactos provocados por la pandemia de COVID-19 en el funcionamiento de la APS en cuanto a sus actividades rutinarias. Se utilizaron documentos de las bases de datos Latin American and Caribbean Literature in Health Sciences, Medline y Nursing Database, buscados entre febrero y abril de 2023. Resultados: A partir de las reflexiones tejidas, se observó que la atención primaria de salud fue influenciada por el contexto de la pandemia según sus consecuencias. Por lo tanto, se enumeraron las siguientes categorías temáticas: APS idealizada durante la pandemia de COVID-19, Dificultades de acción que surgieron con los desarrollos de la pandemia y Herencias de la pandemia que tienen el potencial de promover la remodelación de la APS. Consideraciones finales: La APS se presentó como un medio importante para combatir el covid-19. Debido a la magnitud de la pandemia, se requirió su reorganización, quedando muchas de sus funciones en segundo plano. Así como se delinearon formas de reorganizar la APS para el control de la pandemia, nuevas formas de conducirla pospandemia son un desafío a ser enfrentado, ya que tales medidas asociadas al temor a la contaminación por parte de la población llevaron a la no demanda de los servicios de salud salud, resultando en un escenario de descuido de las enfermedades agudas, consecuencia de la distancia entre la población y las unidades de salud.Objetivo: Refletir sobre os desafios para manutenção das atividades de rotina da atenção primária à saúde além do contexto da COVID-19. Método: Estudo reflexivo a respeito dos impactos ocasionados pela pandemia da COVID-19 no funcionamento da atenção primária á saúde quanto às suas atividades de rotina. Foram utilizados documentos das bases de dados Literatura Latino-Americana e do Caribe em Ciências da Saúde, Medline e Banco de Dados em Enfermagem, buscados entre os meses de Fevereiro a Abril de 2023.  Resultados: A partir das reflexões tecidas com base nos achados da literatura, observou-se que a atenção primária à saúde sofreu inflûencia do contexto pandêmico de acordo com os seus desdobramentos. Sendo assim, foram elencadas as seguintes categorias temáricas para reflexão: a atenção primária à saúde idealizada durante a pandemia da COVID-19, Dificuldades de atuação emergidas com os desdobramentos pandêmicos e Herança da pandemia que apresentam potencial fomento à remodelação da APS. Considerações finais: A atenção primária à saúde apresentou-se como importante meio de combate à covid-19. Devido a magnitude da pandemia, exigiu-se a sua reorganização, tendo muitas de suas funções colocadas em segundo plano.
