Resumo: | Objective: To analyze the laws and regulations that organize and guide mental health care in the Psychosocial Care Network in the Unified Health System. Methods: Descriptive and exploratory study outlined by document analysis of legislation and official regulations that deal with mental health and that emerged from Law 10.216 of 2001, which redirects the model of mental health care in Brazil. Documents were collected from the portals of the Secretariat of Primary Health Care and the Health Legislation System of the Ministry of Health and the Undersecretary of Promotion, Primary Care and Health Surveillance of the Municipality of Rio de Janeiro. Results: 27 publications were identified that present different ways of organizing mental health care and devices that can be used in the management of care and comprehensive care in mental health in Primary Health Care. Final considerations: The documents have a prescriptive character, being able to contribute to the orientation and organization of mental health care. However, in practice, impasses associated with the technical professional's unpreparedness in handling the cases remain, the fragile communication between the points of the network, the incipient matrix support and the intense medicalization of life and people. Métodos: Estudio descriptivo y exploratorio perfilado por análisis documental de la legislación y normativa oficial que trata de la salud mental y que surgió de la Ley 10.216 de 2001, que reorienta el modelo de atención a la salud mental en Brasil. Los documentos fueron recolectados de los portales de la Secretaría de Atención Primaria de Salud y Sistema de Legislación en Salud del Ministerio de Salud y de la Subsecretaría de Promoción, Atención Primaria y Vigilancia de la Salud del Municipio de Río de Janeiro. Resultados: se identificaron 27 publicaciones que presentan diferentes formas de organizar la atención en salud mental y dispositivos que pueden ser utilizados en la gestión del cuidado y la atención integral en salud mental en la Atención Primaria de Salud. Consideraciones finales: Los documentos tienen carácter prescriptivo, pudiendo contribuir a la orientación y organización de la atención en salud mental. Sin embargo, en la práctica subsisten impasses asociados a la falta de preparación del profesional técnico en el manejo de los casos, la frágil comunicación entre los puntos de la red, el incipiente apoyo matricial y la intensa medicalización de la vida y de las personas. Métodos: Estudo descritivo e exploratório delineado pela análise documental das legislações e normativas oficiais que versam sobre a saúde mental e que emergiram a partir da Lei 10.216 de 2001 que redireciona o modelo de atenção à saúde mental no Brasil. Os documentos foram coletados nos portais da Secretaria de Atenção Primária à Saúde e no Sistema de Legislação da Saúde do Ministério da Saúde e da Subsecretaria de Promoção, Atenção Primária e Vigilância em Saúde do Município do Rio de Janeiro. Resultados: Foram identificadas 27 publicações que apresentam diferentes formas de organização do cuidado em saúde mental e dispositivos que podem ser utilizados na gestão da atenção e no cuidado integral em saúde mental na Atenção Primária à Saúde. Considerações finais: Os documentos possuem caráter prescritivo, sendo capazes de contribuir para orientação e organização do cuidado em saúde mental. No entanto, na prática permanecem impasses associados ao desmonte das políticas de saúde mental alinhadas com a Reforma Psiquiátrica Brasileira, despreparo do profissional técnico na condução dos casos, a frágil comunicação entre os pontos da rede, o matriciamento incipiente e a intensa medicalização da vida e das pessoas.
