Resumo: Living on the street is a condition that runs through the lack of housing. It is a situation that makes the individual vulnerable to various social, health and legal issues, marginalizing them and bringing them closer to the world of psychoactive substance consumption. Such a segment of the population must be understood as social beings, who, like the others inserted in this context, have needs and rights to be supported by the public power of the state and included in a considerable way in their actions to promote health, human dignity and, in especially to combat the consumption of psychoactive substances.
