Relationship between public management effectiveness and municipal socioeconomic development

Resumo: This paper analyzes the relationship between public management effectiveness and municipal socioeconomic development. This is a descriptive, documentary and quantitative research. The public management effectiveness was measured by the Índice de Efetividade da Gestão Municipal – IEGM and socioeconomic development was measured by the Índice Firjan de Desenvolvimento Municipal – IFDM. A total of 567 municipalities were analyzed in 2015 and 730 in 2016, totaling 1,297 observations, which make up the research sample. Descriptive statistical techniques and T Test were used to analyze the data. The results indicate that there is a positive relationship between the public management effectiveness and municipal socioeconomic development. Thus, it was found that effective municipalities have higher socioeconomic development averages than non-effective municipalities. Therefore, it is suggested that public management effectiveness can be a way to achieve higher levels of development, that is, a more effective management can contribute positively to the citizens’ social well-being and quality of life of citizens.

Trata-se de uma pesquisa descritiva, documental e quantitativa. A efetividade da gestão pública foi medida pelo Índice de Efetividade da Gestão Municipal – IEGM e o desenvolvimento socioeconômico foi medido pelo Índice Firjan de Desenvolvimento Municipal – IFDM. Foram analisados 567 municípios no ano de 2015 e 730 no ano de 2016, totalizando 1297 observações, que compõem a amostra da pesquisa. Foram utilizadas técnicas de estatística descritiva e Teste T para analisar os dados. Os resultados indicam que há relação positiva entre a efetividade da gestão pública e o desenvolvimento socioeconômico municipal. Assim, verificou-se que os municípios efetivos apresentam médias de desenvolvimento socioeconômico superiores aos municípios não efetivos.
