Resumo: The Access to Public Information Law is one of the greatest milestones in the search for transparency in the 21st century and has proved to be a great challenge for Public Administration. This paper aims at presenting a diagnosis on the structures of the so-called Citizen Information Services (SIC) in the 26 capitals of the Brazilian states, and the use of existing structures of the ombudsmen for the implementation of passive transparency in these subnational entities, with normative analysis and through interviews with those responsible for SICs.
