Analysis of the management of voluntary transfers executed in the state of Ceará from the perspective of instrument managers

Resumo: This paper aims to analyze the perception of instrument managers of the agencies of the Executive Power of Ceará about the management of voluntary transfers executed in the state, using efficiency and effectiveness indicators as parameters. Voluntary transfers are a type of intergovernmental transfer that occurs by means of an agreement of financial resources between public and private entities. The instrument used was a questionnaire with twenty-five questions, most of them structured, and some of them using a Likert scale. The results showed that the respondents consider the technological system that operates the transfers and the legislation as important allies for the efficiency of the process. On the efficiency side, the accountability stage stands out as an important factor in the process that has major bottlenecks to be overcome. The article presents as originality the realization of an evaluation of the management process applied to the execution of voluntary transfers in Ceará, which has as practical results the possibility of giving decision makers of this public policy a systemic view of the whole process, knowing its critical levels and its development potential.

El instrumento utilizado fue un cuestionario con veinticinco preguntas, la mayoría de ellas estructuradas, y algunas de ellas utilizando una escala de Likert. Los resultados mostraron que los encuestados consideran el sistema tecnológico que opera las transferencias y la legislación como aliados importantes para la eficiencia del proceso. Del lado de la eficiencia, la etapa de rendición de cuentas se destaca como un factor importante en el proceso que presenta grandes cuellos de botella a ser superados. El artículo presenta como originalidad la realización de una evaluación de la gestión del proceso aplicada a la ejecución de las transferencias voluntarias en Ceará, que tiene como resultados prácticos la posibilidad de dar a los gestores de decisiones de esta política pública una visión sistémica de todo el proceso, conociendo sus niveles críticos y su potencial de desarrollo.Cet article vise à analyser la perception des gestionnaires d'instruments des organes du pouvoir exécutif du Ceará sur la gestion des transferts volontaires exécutés dans l'État, en utilisant comme paramètres des indicateurs d'efficience et d'efficacité.  Les transferts volontaires sont un type de transfert intergouvernemental qui se produit par le biais d'un accord de ressources financières entre des entités publiques et privées. L'instrument utilisé était un questionnaire comportant vingt-cinq questions, la plupart structurées et certaines utilisant une échelle de Likert. Les résultats ont montré que les personnes interrogées considèrent le système technologique qui gère les transferts et la législation comme des alliés importants pour l'efficacité du processus. En ce qui concerne l'efficacité, l'étape de l'obligation de rendre compte apparaît comme un facteur important dans le processus qui comporte des goulets d'étranglement majeurs à surmonter. L'article présente comme originalité la réalisation d'une évaluation du processus de gestion appliqué à l'exécution des transferts volontaires au Ceará, qui a comme résultat pratique la possibilité de donner aux décideurs de cette politique publique une vision systémique de l'ensemble du processus, en connaissant ses niveaux critiques et son potentiel de développement.Este documento visa analisar a percepção dos gestores de instrumentos dos órgãos do Poder Executivo do Ceará sobre a gestão das transferências voluntárias executadas no estado, utilizando como parâmetros indicadores de eficiência e eficácia. As transferências voluntárias são um tipo de transferência intergovernamental que ocorre por meio de um acordo de recursos financeiros entre entidades públicas e privadas. O instrumento utilizado foi um questionário com vinte e cinco perguntas, a maioria delas estruturada, e algumas delas utilizando uma escala Likert. Os resultados mostraram que os respondentes consideram o sistema tecnológico que opera as transferências e a legislação como aliados importantes para a eficiência do processo. Ao lado da eficiência, a etapa de responsabilização se destaca como um fator importante no processo que tem grandes gargalos a serem superados.
