De gigante comunista da era bipolar, a Federação Russa passou a Estado em declínio no imediato pós-Guerra Fria e, nas duas últimas décadas, busca definir seu posicionamento na ordem mundial vigente. Considerada por alguns analistas como periferia e por outros como grande potência, a Rússia obteve considerável desenvolvimento econômico após recuperar-se da crise conseqüente do fim da União Soviética. Além disso, este país é grande exportador de petróleo e gás natural, tem uma força militar em destaque e é territorialmente um Estado continental. Soma-se ainda aos aspectos citados o fato da Rússia possuir assento permanente no Conselho de Segurança da ONU e estar cada vez mais presente nas discussões em torno das principais questões das relações internacionais contemporâneas. O processo de recuperação econômica por que passa o governo russo e os novos posicionamentos de sua política externa pós- União Soviética, tem por conseqüência o relançamento global deste país, provocando dúvidas e inquietações sobre o lugar que este país ocupa ou pretende ocupar no sistema internacional. Sendo assim, o presente estudo apresenta apontamentos sobre o papel desempenhado pela Rússia no cenário internacional pós-Guerra Fria, descrevendo fatores políticos, econômicos e militares que caracterizem a inserção deste país no espaço mundial e assinalem seu relacionamento com os demais Estados.The changes occurred at the end of Cold War and the consequent disappearance of the Soviet Union occasioned political and economic changes in Russia, which brought on internal problems that affected the external image of this country and its international relations. From Communist giant of the bipolar era, to a State in decline in the immediate post-Cold War, the Russian Federation, in the last two decades, seeks to define its position in the current world order. Considered by some analysts as the periphery and by others as an emerging power, Russia has enjoyed considerable economic development after recovering it from the crisis resulting from the end of the Soviet Union. Moreover, this country is the major exporter of oil and natural gas, has a military force and is highlighted in a state of local mainland. Added to the matters cited, the fact that Russia has a permanent seat on the Security Council of the UN is increasingly present in discussions on key issues of contemporary international relations. The process of economic recovery that Russian government has been through and the new placements of its foreign policy after the Soviet Union, has for consequence the overall recovery of this country, causing doubts and concerns about the place that this country has, or intends to occupy in the international system.
