O processo histórico da sociedade brasileira demonstra que a discriminação racial tornou-se excessivamente prejudicial para determinados grupos como os índios e os negros, o que dificultou não só o acesso à educação quanto também o acesso ao mercado de trabalho, fazendo com que os efeitos da discriminação perdurassem pelo o tempo. Os concursos públicos visam principalmente à igualdade de oportunidade, sendo que todos brasileiros podem ter acesso aos cargos, empregos e funções públicas, ademais é um meio de ascensão social. A pesquisa tem como escopo estudar o princípio da igualdade, analisando detidamente suas vertentes, visando a estudar as ações afirmativas no âmbito da administração pública, mas especificadamente nos concursos Públicos. Através do estudo apresentado, conclui-se que é possível a aplicação de cotas raciais nos concursos públicos além de serem compatíveis com os objetivos fundamentais previstos na Constituição Federal. This monograph investigated the affirmetive action and cotas race apliyed specially in The history process of brasilian societyThe fallowing monograph investigates the affirmative actions and the applied racial quotas specifically in the Public contest scope. The Brazilian society historical process shows that racial discrimination has become extremely harmful to certain groups such as Indians and black, which harden not only the education and the labor market access, making the discrimination effects lasting by the time. The public contest is mainly intended to equal the opportunity, all Brazilian could have access to offices, positions and public functions, and furthermore it’s a way to social ascension. The research had the objectiveness to study the principles of human equality, analyzing strictly their aspects, in attempting to study the affirmatives actions in the public administration scope, but specifically at the Public contest.
