Reforma do Ensino M??dio: vamos pensar uma educa????o ecossist??mica?

Resumo: This paper is dedicated to the study of the Policy of full-time high schools??? promotion, established by the Brazilian Ministry of Education and created by the Provisional Measure 746/2016. Afterwards, this Measure was converted into the law??? 13.415/2017, which had the goal to reach 1000 schools and 500000 students. This policy was also proposed in a way to induce the New High School, which proposes a series of changes to the last year of Basic Education, known as the High School Reform. Trough political analysis, it is possible to identify, between balanced and unbalanced results, possibilities capable of developing an eco-systemic education, guided by the people-society-environment triple.The theoretical reference is organized in two conceptual levels: in the first, the concepts of Complexity, from Morin; Liquid Modernity, from Bauman; and of power, from Foucault; in the second level, it is highlighted the concepts of State and Governance, Public Policies and Social Justice. The methodological approach is based on the documental analysis of the policy documents, on the gathering of state school???s information and finally on a case study in a Federal District School. In order to analysis these data, it was adopted the Critical Discursive Analysis, of Fairclough. The conclusion is that, from the timings of documents approval and associated to the policy, and by defending the flexibility, it has created a place for self-eco-organization of local policies, closed to an eco-systemic approach. These policies can be viewed as indicators for the construction of new paths for the education and for the society. However, the financial resources were allocated to networks, in an amount inexplicably higher to the objectives, and did not reach the school studied in this paper. This blocks the energy flow needed to the implementation of the policy in the school studied.

O referencial te??rico ?? organizado em dois n??veis conceituais. No primeiro, os conceitos de Complexidade, de Morin, Modernidade L??quida, de Bauman, e Poder, de Foucault. No segundo n??vel destacam-se conceitos de Estado e Governan??a, Pol??ticas P??blicas e a Justi??a Social. A abordagem metodol??gica se d?? com an??lise documental dos textos da pol??tica, levantamento junto ??s escolas estaduais, participantes ou n??o da Pol??tica, e estudo de caso em escola do DF selecionada para an??lise. Para a interpreta????o se adota a An??lise de Discurso Cr??tica, de Fairclough. A conclus??o ?? de que, ao defender a flexibilidade e em decorr??ncia dos desencontros dos tempos de aprova????o dos documentos, criou-se espa??o para a auto-organiza????o de pol??ticas locais que se aproximem da abordagem ecossist??mica e servem de ind??cio para a constru????o de novas vias para a educa????o e para a sociedade. Por??m, os recursos financeiros foram alocados inexplicadamente em valores superiores ??s metas e n??o chegaram ?? escola estudada.
