Manaus Free-trade Zone (ZFM) is a unique entity that has existed since 1957 in order to bring companies, labor and development, through increasing tax subsidies, to a state that is disadvantaged by its size, isolation and the lack of infrastructure. This work makes an economic analysis of the ZFM regional development model in two stages. The first one uses a difference-in-differences estimation to examine the progress made in Amazonas in relation to the rest of the country between 2002 and 2014, regarding several economic indicators. The main results show that tax expenditures do not increase Gross Value Added (GVA), Gross Domestic Product (GDP), income and taxes in Amazonas. Only for population size, employment and the fraction of workers with low levels of education the effects are positive. On the second stage, was used the technique of Principal Component Analysis (PCA) to group the variables according to their variation and similarity; constructed indicators of the Social Performance of Manaus and Performance of the Industrial Pole of Manaus (PIM), for the period from 2002 to 2015, and; applied econometric tests to verify the contribution of the PIM activity to the social indicators of Manaus during the period of the research. The results show that there is a strong positive association between the Income Indicator and Primary Health Care (????????????????) and the Performance Indicator of the PIM (????????????????).
