“Don't look a gift horse in the mouth”: when a public housing policy violates the way of living of the peasant

Resumo: This article aims to discuss the symbolic violence present in the implementation process of the Minha Casa, Meu Maranhão housing program, analyzing its development, verifying its guidelines and their application, and the attitudes of the beneficiaries after the materialization of the reported violence found in the program house. Considering the rural way of living as intrinsic to their general living conditions, the text analyzes the conception of the housing program created from the Programa Nacional de Habitação Rural (PNHR), demonstrably ineffective in the Northeastern region of the country and far apart from the reality of the beneficiaries. Based on field research conducted from 2015 to 2019, in Pequizeiro, a village of the Belágua municipality, Maranhão, this article discusses the process of appropriation of the new home by the contemplated families, analyzing modifications and identifying them, as well as analyzing the different uses of the environments, which change according to the needs of each family nucleus. Based on the study of post-occupation physical interventions, it concludes that the program is incompatible with the local reality, and the disregard and violence practiced on the peasant way of life have their answers in the interventions in the house and its surroundings that seek to restore the necessary conditions for its social reproduction.

Considerando el modo de vida rural como intrínseco a sus condiciones generales de vida, el texto analiza la concepción del programa habitacional creado a partir del Programa Nacional de Habitação Rural (PNHR), demostrado como poco efectivo en la región Nordeste del país y lejos de la realidad social de los beneficiarios. A partir de una investigación de campo realizada entre 2015 y 2019 en Pequizeiro, una aldea del municipio Belágua, Maranhão, se discute el proceso de apropiación de la nueva vivienda por parte de las familias contempladas, analizando las reformas identificadas en la nueva casa, así como los diferentes usos de los ambientes, que cambian según las necesidades de cada núcleo familiar. A partir del estudio de las intervenciones físicas posteriores a la ocupación, se concluye que el programa es incompatible con la realidad local, y el desprecio y la violencia practicados sobre el modo de vida campesino tienen sus respuestas en las intervenciones en la casa y su entorno que buscan restaurar las condiciones necesarias para su reproducción social.Este artigo tem por objetivo discutir a violência simbólica presente no processo de execução do programa habitacional Minha Casa, Meu Maranhão, analisando o desenvolvimento do programa, verificando as diretrizes e sua aplicação, além das atitudes dos beneficiários após a materialização da referida violência encontrada na casa do programa. Considerando o modo de morar rural como intrínseco às suas condições gerais de vida, o texto analisa a concepção do programa habitacional criado a partir do Programa Nacional de Habitação Rural (PNHR), comprovadamente pouco eficaz na região Nordeste do país e distante da realidade social dos beneficiários. Com base em pesquisa de campo realizada entre 2015 e 2019 em Pequizeiro, povoado do município de Belágua, Maranhão, discute o processo de apropriação da nova moradia pelas famílias contempladas, analisando reformas identificadas na nova casa, assim como os diferentes usos dos ambientes, que se alteram de acordo com a necessidade de cada núcleo familiar.
