Basic sanitation indicators: an application of Factorial Analysis for the municipalities of the Piracicaba, Capivari and Jundiaí River Watersheds

Resumo: The transdisciplinarity about basic sanitation and society is not always presented clearly. In view of this, numerous discussions about the interdependence between development and the environment emerge, addressing such misunderstandings for the planning processes in decision making, with the public administration as the main actor. Thus, the research aims to analyze a set of basic sanitation indicators for the municipalities encompassed by the Piracicaba, Capivari and Jundiaí River watersheds, based on the basic sanitation concept of Law n. 14.026/20. In addition, the choice of the Piracicaba, Capivari, and Jundiaí River Watersheds was due to the region being marked by specific socioeconomic and demographic structures. To this end, the method used is characterized as exploratory, with data collected in the National Sanitation Information System for the year 2019, and with the application of the Factorial Analysis. The application of Factorial Analysis made it possible to verify the correlation of the variables that make up the dimensions of basic sanitation in the municipalities served by the Piracicaba, Capivari, and Jundiaí River Watersheds. The results reveal that the dimensions of coverage of water service and sanitary sewage and of availability and consumption of water are the ones that capture the largest amount of information in the sample, being responsible for the largest percentage of explanation of the total variance of the data. In addition, from the cluster analysis, it is possible to infer that all municipalities are far from ideal in terms of the dimensions of coverage of sewage collection and availability and consumption of water.

Ante ello, surgen numerosas discusiones sobre la interdependencia entre desarrollo y medio ambiente, abordando tales malentendidos para los procesos de planificación en la toma de decisiones, con la administración pública como actor principal. Así, la investigación tiene como objetivo analizar un conjunto de indicadores de saneamiento básico para los municipios comprendidos en las Cuencas de los Ríos Piracicaba, Capivari y Jundiaí, a partir del concepto de saneamiento básico de la Ley n. 14.026/20. Además, la elección de las Cuencas de los Ríos Piracicaba, Capivari y Jundiaí se debió a que la región estaba marcada por estructuras socioeconómicas y demográficas específicas. El método es exploratorio, con datos recolectados en el Sistema Nacional de Información Sanitaria del año 2019, y con la aplicación de la técnica de Análisis Factorial. La aplicación del Análisis Factorial permitió verificar la correlación de las variables que componen las dimensiones del saneamiento básico en los municipios atendidos por las Cuencas de los Ríos Piracicaba, Capivari y Jundiaí. Los resultados revelan que las dimensiones de cobertura del servicio de agua y alcantarillado sanitario y de disponibilidad y consumo de agua son las que captan la mayor cantidad de información en la muestra, siendo las responsables del mayor porcentaje de explicación de la varianza total de los datos. Además, del análisis de conglomerados, es posible inferir que todos los municipios están lejos de ser ideales en cuanto a las dimensiones de cobertura de recolección de alcantarillado y disponibilidad y consumo de agua.A transdisciplinaridade acerca do saneamento básico e da sociedade nem sempre é apresentada de maneira clara. À vista disso, emergem inúmeras discussões a respeito da interdependência entre o desenvolvimento e o meio ambiente, endereçando tais incompreensões para os processos de planejamento na tomada de decisão, tendo como principal ator a administração pública. Dessa forma, a pesquisa objetiva analisar um conjunto de indicadores de saneamento básico para os municípios abarcados pelas Bacias Hidrográficas dos Rios Piracicaba, Capivari e Jundiaí, baseando-se no conceito de saneamento básico da Lei n. 14.026/20. Além disso, a escolha das Bacias Hidrográficas dos Rios Piracicaba, Capivari e Jundiaí se deu devido à região ser marcada por estruturas socioeconômicas e demográficas específicas. Para tanto, o método empregado se caracteriza como exploratório, com dados coletados no Sistema Nacional de Informações sobre Saneamento para o ano de 2019 e com a aplicação da técnica de Análise Fatorial. A aplicação da Análise Fatorial permitiu verificar a correlação das variáveis que integram as dimensões do saneamento básico nos municípios atendidos pelas Bacias Hidrográficas dos Rios Piracicaba, Capivari e Jundiaí. Os resultados revelam que as dimensões de cobertura de atendimento de água e esgotamento sanitário e de disponibilidade e consumo de água são as que capturam o maior número de informações na amostra, sendo responsáveis pelo maior percentual de explicação da variância total dos dados.
