Cooperative principles and the small-scale mining culture: an analysis in the mineral cooperatives of Minas Gerais

Resumo: Small-scale mining has become an emblematic social reality in the history of Brazil and has become a latent public problem on the government's agenda due to the illegal and informal issue. As a form of solution, the State prioritized the cooperative model in the Permission of Mineral Prospector Mining, with Law n. 11.685 of 2008, which resulted in a significant increase in the constitution of mineral cooperatives. Cooperatives are collective organizations that prioritize self-management, cooperation, and respect for the environment and the community, different principles of individualism and conflicts that seem inherent to illegal mining activities. Within this supposed inconsistency, the following research problem arises: principles of cooperative doctrine apply to mineral prospector cooperatives? The objective of the work is to verify if the cooperative minerals of the state of Minas Gerais adhere to the principles proposed by the doctrine of cooperativism. To answer this question, 11 mineral cooperatives located in nine municipalities in the State of Minas Gerais were studied. We conducted semi-structured interviews with representatives of the cooperatives and the local government. The main findings indicate that the induction of mining prospector activity in cooperative organizations does not mean the promotion of cooperation or the application of the principles of cooperativism to mining prospector activity. The main conclusion is that mineral cooperatives show significant differences from other branches of cooperatives.

Como una forma de solución, el Estado priorizó el modelo cooperativo en el Permiso de Minería Garimpeira, con la Ley n. 11.685, de 2008, lo que resultó en un aumento significativo en la constitución de cooperativas minerales. Las cooperativas son organizaciones colectivas que priorizan la autogestión, la cooperación y el respeto por el medio ambiente y la comunidad, diferentes principios de individualismo y conflictos que parecen inherentes a las actividades garimpeiras ilegales: dentro de esta supuesta inconsistencia, surge el siguiente problema de investigación: ¿se aplican los principios de la doctrina cooperativista por las cooperativas de garimpeiros? El objetivo del trabajo es verificar si las cooperativas minerales del estado de Minas Gerais se adhieren a los principios que propone la doctrina del cooperativismo. Para responder a esta pregunta, se estudiaron 11 cooperativas minerales ubicadas en nuevos municipios del estado de Minas Gerais. Se realizaron entrevistas semiestructuradas con representantes de las cooperativas y el gobierno local. Las características principales indican que la inducción de la actividad garimpeira en organizaciones cooperativas no significa la promoción de la cooperación o la aplicación de los principios del cooperativismo a la actividad garimpeira. La conclusión principal es que las cooperativas minerales muestran diferencias significativas con respecto a otras ramas del cooperativismo.O garimpo se configurou como uma realidade social emblemática na história do Brasil e se tornou um problema público latente na agenda governamental, devido à questão ilegal e informal. Como forma de solução, o Estado priorizou o modelo cooperativo na Permissão de Lavra Garimpeira com a Lei n. 11.685 de 2008, o que resultou num aumento expressivo de constituição de cooperativas minerais. As cooperativas são organizações coletivas que priorizam a autogestão, a cooperação e o respeito ao meio ambiente e à comunidade, princípios distintos do individualismo e dos conflitos que parecem inerentes à atividade garimpeira ilegal. No seio dessa suposta incoerência, surge o seguinte problema de pesquisa: os princípios da doutrina cooperativista são praticados pelas cooperativas de garimpeiros? O objetivo do trabalho consiste em verificar se as cooperativas minerais do estado de Minas Gerais aderem aos princípios propostos pela doutrina do cooperativismo. Para responder a tal inquietude, foram estudadas 11 cooperativas minerais localizadas em nove municípios do estado de Minas Gerais. Foram realizadas entrevistas semiestruturadas com representantes das cooperativas e do poder público local. Os principais achados apontam que a indução da atividade garimpeira em organizações cooperativas não significa a promoção da cooperação e nem a aplicação dos princípios do cooperativismo à atividade garimpeira.
