Resumo: The construction of the Bio-Oceanic Road Corridor is an extremely complex task, as it involves many difficulties and multiple actions that need to be implemented in order to integrate Mato Grosso do Sul, in Brazil, with the Northern Chilean ports, crossing huge land spaces in Paraguay and Argentina. Furthermore, the four countries have no intention to create merely a road or a trade corridor. The main objective is to transform the corridor into an economic and social development platform, capable of attracting additional investments, encouraging firm partnerships as well as strengthening territorial integration. By such a collective effort, the countries envisage bringing benefits not only to the private sector but also to local communities. In this context, it is compelling to understand the strengthens and weaknesses of the corridor, in order to guide policymakers on how to implement future actions, with a view to fully exploring all the advantages deriving from physical integration as well as overcoming foreseeable obstacles. This article will enable readers to identify the characteristics of each one of the regions covered by the corridor and, thereby, understand its advantages and disadvantages, but also to learn how the corridor will change their lives. Bio-Oceanic Road Corridor will deepen regional integration and provide trade operators with better and less costly access to Asian markets, to the US West Coast as well as to Peru, Ecuador, and Colombia. Thanks to a modern physical connection, exporters from Brazil, Paraguay, and Argentina will be able to send abroad their goods in less time and lower costs, increasing competitiveness and adding value to the exported goods. In the same vein, raw materials and other inputs will be imported at lower costs, encouraging the development of industrial clusters as well as breaking up geographical isolations as well as providing an alternative to a logistics too dependent on the Atlantic Ocean.

Son distintas las dificultades y diversas las acciones que se imponen para lograr la integración de los territorios de Mato Grosso do Sul con los puertos del norte de Chile, cruzando grandes espacios en Paraguay y Argentina. Además, los países no desean unicamente crear un corredor de transporte y comercio. Tienen por propósito construir una plataforma de desarrollo económico que sea capaz de captar inversiones, formar parcerías e integrar los territorios. Por medio de un esfuerzo colectivo, se pretende generar beneficios para el sector privado y las comunidades locales. En ese contexto, se hace necesario conocer las fuerzas y debilidades del corredor, de modo a orientar los "policy makers" sobre futuros cursos de acción, con miras a potencializar las ventajas de la integración física y sobrepasar eventuales obstáculos. La lectura del artigo permitirá que el lector no solamente conozca las características de cada una de las regiones y pueda identificar ventajas y desventajas, pero sobretodo reconocer el potencial transformador de la obra. El Corredor Vial Bioceánico va profundizar la integración regional y ofrecer a los operadores comerciales una alternativa de acceso a los mercados de Asia, a la costa oeste del continente americano, a Perú, Ecuador y Colombia. Gracias a una conectividad vial, los exportadores de Brasil, Paraguay y Argentina podrán reducir tiempos y costos, ganar competitividad y agregar valor a los productos exportados. Del mismo modo, la importación de insumos más baratos debe favorecer el desarrollo de nuevos polos industriales en la región, en beneficio de los territorios, muchos de los cuales, hasta el presente, sufren del aislamiento geográfico o están muy dependientes de una logística únicamente atlántica.A construção do Corredor Rodoviário Bioceânico é uma tarefa extremamente complexa, pois são diversas as dificuldades e variadas as ações que se impõem para integrar os territórios de Mato Grosso do Sul com os portos do norte do Chile, cruzando enormes espaços no Paraguai e Argentina. Ademais, os países não têm intenção de criar tão-somente um corredor de transporte e comércio. Almeja-se construir uma plataforma de desenvolvimento econômico, capaz de atrair novos investimentos, fomentar parcerias e integrar os territórios. Por meio de esforço coletivo, pretende-se gerar benefícios tanto para o setor privado, quanto para as comunidades locais. Nesse contexto, faz-se necessário conhecer suas forças e debilidades, de modo a poder orientar os "policy makers" sobre ações futuras, com vistas a potencializar as vantagens da integração física e superar eventuais obstáculos. A leitura do artigo permitirá ao leitor não só conhecer as peculiaridades de cada uma das regiões e, assim, identificar vantagens e desvantagens, mas também reconhecer o potencial transformador da obra. O Corredor Rodoviário Bioceânico irá aprofundar a integração regional e oferecer para os operadores comerciais alternativa de acesso aos mercados asiáticos, à costa oeste do continente americano, ao Peru, Equador e Colômbia. Graças à nova conectividade rodoviária, os exportadores do Brasil, Paraguai e Argentina poderão reduzir tempo e custo, auferir ganhos de competitividade e agregar valor aos produtos exportados.
