The Latin American Integration Route (RILA): challenges of education from the perspective of the sustainable development goals (ODS)

Resumo: The Latin American Integration Route (RILA) aims to connect the Pacific and Atlantic oceans, with the objective of creating a new path for exports, starting in Brazil from the municipality of Porto Murtinho, passing through Paraguayan and Argentinean territory until reaching the Chilean ports. This road infrastructure is expected to establish links between the regions and, above all, a look at social, economic, environmental, cultural and legal issues, meeting the aspects addressed by the 2030 Agenda. The systemic plan of action for people, for the planet and for prosperity proposed by the 2030 Agenda is aimed at tackling critical issues for the planet and humanity. In this context, the present study leans from the synergistic relationship between SDGs 4, 8 and 17, especially addressing education in the context of the Route, with the aim of presenting the specificities of each of the mentioned countries in the search for the current scenario of human capital, in view of the problems that are yet to come with the implementation of the Latin American Integration Route in the educational field. In this way, the present study is structured in five topics, of bibliographical research with recent data and documental analysis, aiming at the production of new knowledge, thus characterizing itself as a research of a basic nature with a quali-quantitative approach, due to the emphasis given to the qualitative data presented. As a result, it was verified that the member countries still need to undertake greater efforts and actions to guarantee a quality and inclusive education in their territories, mainly in view of the imminence of the implementation of the Bioceanic Corridor.

Con esta infraestructura vial se espera establecer vínculos entre las regiones y, sobre todo, una mirada social, económica, ambiental, cultural y jurídica, atendiendo a los aspectos que aborda la Agenda 2030. El plan de acción sistémico para las personas, el planeta y la prosperidad propuesto por la Agenda 2030 está orientado a abordar temas críticos para el planeta y la humanidad. En este contexto, el presente estudio se apoya en la relación sinérgica entre los ODS 4, 8 y 17, abordando especialmente la educación en el contexto de RILA, con el objetivo de presentar las especificidades de cada uno de los países mencionados en la búsqueda del escenario actual de capital humano, ante los problemas que vendrán con la implementación de la Ruta de la Integración Latinoamericana en el ámbito educativo. De esta manera, el presente estudio se estructura en cinco sesiones, de investigación bibliográfica con datos recientes y análisis documental, visando la producción de nuevos conocimientos, caracterizándose así como una investigación de carácter básico con enfoque cuali-cuantitativo, en vista del énfasis dado a los datos cualitativos presentados. Como resultado, se verificó que los países miembros de la RILA aún requieren realizar mayores esfuerzos y acciones para garantizar una educación inclusiva y de calidad en sus territorios, principalmente ante la inminencia de la implementación del Corredor Bioceánico.A Rota de Integração Latino-Americana (RILA) visa a ligação dos oceanos Pacífico e Atlântico, com objetivo de criação de um novo caminho para a exportação, iniciando no Brasil a partir do município sul-mato-grossense de Porto Murtinho, passando pelo território Paraguaio e Argentino até alcançar os portos Chilenos. Espera-se dessa infraestrutura rodoviária o estabelecimento de vínculos entre as regiões e, sobretudo, um olhar frente às questões sociais, econômicas, ambientais, culturais e jurídicas, indo ao encontro dos aspectos tratados pela Agenda 2030. O plano de ação sistêmico para as pessoas, para o planeta e para a prosperidade proposto pela Agenda 2030, direciona-se ao enfrentamento de questões críticas do planeta e da humanidade. Neste contexto, o presente estudo reclina-se a partir da relação sinérgica entre os ODS 4, 8 e 17, abordando especialmente a educação no contexto da RILA, com o fito de apresentar as especificidades de cada um dos mencionados países na busca do panorama atual do capital humano, frente às problemáticas que ainda estão por vir com a implantação da Rota de Integração Latino-Americana no âmbito educacional. Desta forma, o presente estudo se estrutura em cinco tópicos, de pesquisas bibliográficas com dados recentes e análise documental, visando a produção de novos conhecimentos, caracterizando-se, assim, como uma pesquisa de natureza básica com abordagem quali-quantitativa, tendo em vista a ênfase dada aos dados qualitativos apresentados.
