Governance of cross-border innovation systems: a case study on the new research and innovation arrangement of the triple border region (Foz do Iguaçu, Ciudad del Este and Puerto Iguazú)

Resumo: This study aimed to analyze, from the perspective of the Regional System of Cross-border Innovation (SRIT) governance, the structure and actions of the Trinational NAPI for the development of research and innovation on the triple frontier. For this, it was first necessary to identify the characteristics (geographical scale, structural patterns and interactions, structure and organizational processes, decision making, actors, themes and legal status) of the Trinational NAPI for research and innovation in the region of the triple frontier; to analyze the stage of integration from the perspective of the SRIT and also suggest ways to do so, to consolidate itself as a cross-border governance structure for the development of research and innovation in the triple border region. To achieve the objectives desired, a qualitative case study of exploratory nature was made, based on categories of analysis obtained in theoretical survey and empirical evidence obtained in documents, interviews and participant observation. From this, it was identified that the Trinational NAPI is an arrangement of research and innovation for the development of the region of the triple border between Foz do Iguaçu, Ciudad del Este and Puerto Iguazú, through a partnership between Brazil and France, together with Argentina and Paraguay, with financing from the Araucária Foundation, linked to the government of Paraná, Brazil. Three dimensions were identified as a mode of governance: institutional, technical-institutional and technical-operational. It is concluded that the Trinational NAPI is at the semi-integrated stage in relation to the different levels of cross-border international interaction.

Para ello, primero fue necesario identificar las características (escala geográfica, patrones e interacciones estructurales, estructura y procesos organizativos, toma de decisiones, actores, temas y estatus legal) del NAPI Trinacional para la investigación e innovación en la región de la triple frontera; analizar la etapa de integración desde la perspectiva del sistema regional de innovación transfronteriza (SRIT) y también sugerir formas de hacerlo, para consolidarse como una estructura de gobernanza transfronteriza para el desarrollo de la investigación y la innovación en la región de triple frontera. Para alcanzar los objetivos deseados, se realizó un estudio de caso cualitativo, de carácter exploratorio, basado en categorías de análisis obtenidas en encuesta teórica y evidencia empírica obtenida en documentos, entrevistas y observación participante. A partir de esto, se identificó que el NAPI Trinacional es un arreglo de investigación e innovación para el desarrollo de la región de la triple frontera entre Foz do Iguaçu, Ciudad del Este y Puerto Iguazú, en asociación entre Brasil y Francia, junto del Argentina y Paraguay, con financiamiento de la Fundación Araucária, vinculada al gobierno del Paraná, Brasil. Se identificaron tres dimensiones como modo de gobernanza: institucional, técnico-institucional y técnico-operativo. Se concluye que el NAPI Trinacional se encuentra en la etapa semiintegrada en relación con los diferentes niveles de interacción internacional transfronteriza.Este estudo teve como objetivo analisar, sob a ótica da governança do Sistema Regional da Inovação Transfronteiriço (SRIT), a estrutura e as ações do NAPI Trinacional para o desenvolvimento da pesquisa e inovação na tríplice fronteira.  Para isso, tornou-se necessário, primeiramente, identificar as características (escala geográfica, padrões estruturais e interações, estrutura e processos organizacionais, tomada de decisões, atores, temáticas e status legal) do NAPI Trinacional para pesquisa e inovação na região da tríplice fronteira; analisar o estágio de integração pela ótica do SRIT e também sugestionar modos para tal, e também  contribuir com sugestões para a consolidação do NAPI Trinacional como uma estrutura de governança transfronteiriça para o desenvolvimento de pesquisa e inovação na região de tríplice fronteira. Para alcançar os objetivos almejados, fez-se um estudo de caso qualitativo, de natureza exploratória, com base em categorias de análise obtidas em levantamento teórico e em evidências empíricas obtidas por meio de documentos, entrevistas e observação participante. A partir disso identificou-se que o NAPI Trinacional é um arranjo de pesquisa e inovação para o desenvolvimento da região de tríplice fronteira entre Foz do Iguaçu, Ciudad del Este e Puerto Iguazú, em parceria entre Brasil e França, juntamente com Argentina e Paraguai, com financiamento vindo da Fundação Araucária, ligada ao governo do Paraná, Brasil. Foram identificadas, como modo de governança multinível, três dimensões (institucional, técnico-institucional e técnico-operacional).
