Social control and pandemic: an analysis from the SUS Ombudsman in Rio Grande do Sul

Resumo: | In Brazil, the COVID-19 pandemic revealed a coordination crisis with a strong federative dimension in the political-institutional sphere. This whole context brought several challenges to the usual functioning of social control, notably marked by extended meetings, on-site visits, conferences, and other face-to-face activities. Thus, this article aims to verify whether the COVID-19 pandemic affected social control based on a comparative study of users access to the Brazilian National Health System (SUS) Ombudsman in 2019 and 2020. For this purpose, secondary data was collected from the Business Intelligence Portal (BI) − Health Information of the State of Rio Grande do Sul, State Management version. To treat the data, we sought to identify in the indicators the adequacy to the criteria contained in the matrix elaborated by the Interdisciplinary Group of Studies in Management and Public Policies, Development, Communication and Citizenship (GPDeC) of the Regional University of Northwestern Rio Grande do Sul (UNIJUÍ), social control category and its analysis criteria. As a result, there was a decrease of 5.12% in the total number of events held in 2020. Still, in the same year, there was a significant increase in the number of events pending and with a deadline for responses and a growing approach to the themes concerning Health Surveillance. |

Todo este contexto trajo varios desafíos al funcionamiento habitual del control social, marcado notablemente por reuniones ampliadas, visitas in situ, conferencias y otras actividades presenciales. Así, este artículo tiene como objetivo verificar si la pandemia COVID-19 afectó el control social, a partir de un estudio comparativo del acceso de los usuarios a la Defensoría del Pueblo del Sistema Único de Salud (SUS) en los años de 2019 y 2020. Para ello, se recogen datos secundarios del Portal Business Intelligence (BI) − Información de Salud del Estado do Rio Grande do Sul, versión de Gestión del Estado. Para el tratamiento de los datos se buscó identificar en los indicadores la adecuación de los criterios contenidos en la matriz elaborada por el Grupo Interdisciplinario de Estudios en Gestión y Políticas Públicas, Desarrollo, Comunicación y Ciudadanía (GPDeC) de la Universidad Regional del Noroeste del Estado de Rio Grande do Sul (UNIJUÍ), categoría de control social y sus criterios de análisis. Como resultado, hubo una caída del 5,12% en la cantidad total de manifestaciones realizadas en 2020. Aun así, en el mismo año, hubo un aumento significativo en el número de manifestaciones pendientes con plazos de respuesta vencidos y un enfoque creciente de los temas relativos a la Vigilancia en Salud.No Brasil, a pandemia da covid-19 revelou uma crise de coordenação de forte dimensão federativa no âmbito político-institucional. Todo esse contexto trouxe diversos desafios para o funcionamento habitual do controle social, notadamente marcado por reuniões ampliadas, visitas in loco, conferências e outras atividades presenciais. Assim, o presente artigo tem por objetivo verificar se a pandemia da covid-19 afetou o controle social, a partir de um estudo comparativo do acesso dos usuários à Ouvidoria do Sistema Único de Saúde (SUS), nos anos de 2019 e 2020. Para tanto, foram analisados dados secundários coletados junto ao Portal Business Intelligence (BI) − Informações de Saúde do Estado do Rio Grande do Sul, versão Gestão Estadual. Para o tratamento dos dados, buscou-se identificar nos indicadores a adequação aos critérios contidos na matriz elaborada pelo Grupo Interdisciplinar de Estudos em Gestão e Políticas Públicas, Desenvolvimento, Comunicação e Cidadania (GPDeC) da Universidade Regional do Noroeste do Estado do Rio Grande do Sul (UNIJUÍ), categoria de controle social e seus critérios de análise. Como resultados, verificou-se uma queda de 5,12% no quantitativo total de manifestações realizadas no ano de 2020.
