The public sector is in need of organizational models that can contribute to good governance, governance actions are performed without proper regulations not allowing the perpetuation in the organization. The consolidation of a model of governance that meets the assumptions that guide the constitutional principles that guide the public sector, combined with principles of governance already widely used worldwide can represent a phenomenal gain organizational processes of small municipalities, as depicted in this study. The institutionalization of the practices presented in these models, becomes an important ally good management and the halting of cases in which personal interests are placed before the interests of management. The main objective of this study was to investigate whether the governance model proposed by 13 Study of IFAC is suitable to provide the full governance in a small municipality. In the interim, the dissertation is on the line of research in strategy, supported under the perspectives of Agency and institutional theory. The research outlined if characterized as descriptive, using the combination of qualitative and quantitative approaches, the combination of these approaches served to further analysis of the model and its implications in municipal governance practices. On qualitative research interviews were held with officials responsible for the implementation of governance, review documents and participant observation. The method of analysis of the data was the analysis of content. On quantitative approach, the application of a questionnaire to a percentage of 44% of the population, i.e. 233 servers.As a tool for analysing the data we used the techniques laid out by the system of statistical analysis SPSS. The analysis on the results raised in data collection, it was possible to envision that the municipality has already institutionalised governance practices in the Organization, missing only the regulation of same to be fielded in a way correct. The perception of local servers, governance practices proposed by 13 Study model can be applied in the Organization, being only necessary to adapt that had average acceptance below the General level. It was also verified the existence of two distinct groups of acceptance of the practice, the analysis of the characteristics of the same will allow the full deployment of the governance model. You can see a similarity of the dimensions proposed in the study with some existing practices in the Organization, demonstrating that although, does not have a specific model of governance, the city has an accessible path to the deployment of full governance in your organizational context.
