The Unified Social Assistance System (ITS) is organizing the provision of services, programs, projects and benefits, enabling the recognition of social assistance as a public policy of social protection. Social protection is articulated to the concepts of empowerment, resilience, risk and vulnerability. Some of these concepts show up in the document of the National Social Assistance Policy with little distinction and conceptual discussion to guide practice. The theme of this study is the experience of the families assisted in the Specialized Reference Center for Social Assistance (CREAS) in the municipality of Irati-PR. The objective of this study is to analyze and discuss the meanings circulating in the voices of three families and CREAS reference staff (social worker, psychologist and lawyer), who are in relapse in protection service and specialized care to families and individuals (PAEFI) in Irati-PR. The methodological approach has three stages: the first is to be a theoretical discussion and documentary, with conceptual reflections of the term vulnerability and empowerment that brought information for analysis of the voices of families and the reference team. Second time we carried out a characterization of the profile of families and professionals interviewed, and the third phase was carried out semi-structured interviews with the families and CREAS reference staff. Three families were interviewed and shared opinions about the service. Two families interviewed do not see CREAS as a possibility to host and change. Wording of respondents move away from the meaning of National Social Assistance Policy. The popular knowledge and the involvement of families in the service have antagonistic meanings of what is expected of the work aimed at empowerment and resilience. This work points out a way to reframe the stories of lives in welcoming these families. In this construction, between speaking and listening, possibilities can be envisioned and articulated to change the vulnerable.
