INSTITUCIONALIZAÇÃO DE INOVAÇÕES ORGANIZACIONAIS EM UMA EMPRESA DE SANEAMENTO

Resumo: | Organizations need to constantly innovate to remain in business, with the objective of achieving competitive advantages and higher profitability. This innovation must be sustainable and aimed for the long term; what is innovation today, will not be tomorrow. In this sense, there is the need of organization to develop factors that approach Innovation Capability (IC), which will generate Organizational Innovation (OI), in order that innovation is part of the routine of the organization, i.e., to be sedimented in its structure. Therefore, this research is based on Innovation Capability Theory (IC) and on Institutional Theory (IT). With IC, organizations can manage different capabilities and key organizational resources that promote innovation activities. On the other hand, IT states that organizations are similar in seeking legitimacy in business. Thus, these theories use isomorphism mechanisms, whether they are regulatory, normative or cognitive, and go through the institutionalization process, which will lead to the sedimentation of innovations in the organization. In this context, this research is carried out in a Sanitation Company located in the South of Brazil, here fictitiously called COMSUL, which has been in business for over 55 years, being a governmentcontrolled business corporation. Therefore, this dissertation brings the following question: how do organizational innovations are institutionalized in COMSUL? To answer this inquiry, the research aims to discuss the institutionalization of organizational innovations in COMSUL. Thus, it is a qualitative research, classified as an exploratory-descriptive case study, in which interviews were used as the main source of data collection, as well as the systematic observation, field diary and the Company's document. Content analysis was used with the help of Atlas Ti® software - CAQDAS (computer assisted qualitative data analysis software) for the categorization and data analysis. As results, aspects of 20 COMSUL innovations were described. Such innovations were classified within the stages of institutionalization, being 05 in the stage of habitualization, 10 in objectification and 05 totally sedimented (the OIs within the Company are in the objectification stage). This is justified because COMSUL has been committed to promoting innovation internally, always trying to adapt, reconfiguring itself in response to internal and, especially, external factors. It has also been identified that OIs happen in a strategic way, being more relevant than all other types of innovations, because they assemble and stimulate all other innovations. Furthermore, it was found that at different organizational levels there are different perceptions of innovation; innovation is permeating the structure, however in an unplanned manner, and innovation management is centralized in the Research and Innovation Management. Regarding the institutionalization, COMSUL innovates mostly in response to the regulatory pillar, based on laws, regulatory or supervisory entities, but there are also influences of the regulatory pillar, such as the search for certifications and, to a lesser extent, the cognitive pillar. The results highlight that the Company must be aware of innovations that are not sedimented, however, within the parameters set forth in this study, it can be considered innovative and is on the right direction. |

Essa inovação deve ser sustentável e visar o longo prazo; o que é inovação hoje, não será amanhã. Dessa forma, existe a necessidade da organização desenvolver fatores que abordam a capacidade de inovação (CI), que gerará a Inovação Organizacional (IO), para que assim a inovação faça parte da rotina da organização, ou seja, esteja sedimentada em sua estrutura. Para tanto, essa pesquisa se sustenta na Teoria de Capacidade de Inovação e na Teoria Institucional (TI). A partir da CI, as organizações são capazes de gerir diferentes capacidades e recursos organizacionais chaves que promovem as atividades de inovação. Já a TI afirma que as organizações se assemelham para buscar a legitimidade no mercado. Portanto, essas teorias utilizam mecanismos de isomorfismo, sejam eles regulativos, normativos ou cognitivos, e passam pelo processo de institucionalização, que levará à sedimentação das inovações na organização. Nesse sentido, essa pesquisa se dá em uma Companhia de Saneamento localizada no Sul do Brasil, aqui denominada ficticiamente de COMSUL, que está há mais de 55 anos no mercado, sendo ela uma empresa de sociedade de economia mista. Portanto, essa dissertação traz a seguinte questão: como as inovações organizacionais encontram-se institucionalizadas na COMSUL? Para responder esse questionamento, a pesquisa visa discutir a institucionalização das inovações organizacionais na COMSUL. Trata-se, portanto, de uma pesquisa qualitativa, classificada como estudo de caso exploratóriodescritivo, em que se utilizou de entrevistas como fonte principal de coleta de dados, bem como observação sistemática e diário de campo, além de documentos da Companhia. Empregou-se a análise de conteúdo com auxílio do software – CAQDAS (computer assisted qualitative data analysis software) Atlas Ti®, para a categorização e análise dos dados. Como resultados foram descritos aspectos sobre 20 inovações da COMSUL. Tais inovações foram classificadas dentro dos estágios de institucionalização, sendo 05 em estágio de habitualização, 10 na objetificação e 05 totalmente sedimentadas (as IOs como um todo dentro da Companhia estão em estágio de objetificação). Isso se justifica, pois a COMSUL tem se esforçado em promover a inovação internamente, sempre procurando se adaptar, reconfigurando-se em resposta a fatores internos e, principalmente, externos. Ainda identificou-se que IOs acontecem de forma estratégica, sendo maiores do que todos os outros tipos de inovações, pois elas englobam e estimulam todas as demais inovações. Verificou-se também que em diferentes níveis organizacionais existem diferentes percepções da inovação; a inovação está permeando a estrutura, contudo de forma não planejada, e a gestão da inovação está centralizada na Gerência de Pesquisa e Inovação. Quanto à institucionalização, a COMSUL inova em sua maioria em reposta ao pilar regulador, com base em leis, órgãos reguladores ou fiscalizadores, mas também há momentos de influência do pilar normativo, como a busca por certificações e, em menor escala, do pilar cognitivo. In this context, this research is carried out in a Sanitation Company located in the South of Brazil, here fictitiously called COMSUL, which has been in business for over 55 years, being a governmentcontrolled business corporation. Therefore, this dissertation brings the following question: how do organizational innovations are institutionalized in COMSUL? To answer this inquiry, the research aims to discuss the institutionalization of organizational innovations in COMSUL. Thus, it is a qualitative research, classified as an exploratory-descriptive case study, in which interviews were used as the main source of data collection, as well as the systematic observation, field diary and the Company's document. Content analysis was used with the help of Atlas Ti® software - CAQDAS (computer assisted qualitative data analysis software) for the categorization and data analysis. As results, aspects of 20 COMSUL innovations were described. Such innovations were classified within the stages of institutionalization, being 05 in the stage of habitualization, 10 in objectification and 05 totally sedimented (the OIs within the Company are in the objectification stage). This is justified because COMSUL has been committed to promoting innovation internally, always trying to adapt, reconfiguring itself in response to internal and, especially, external factors. It has also been identified that OIs happen in a strategic way, being more relevant than all other types of innovations, because they assemble and stimulate all other innovations. Furthermore, it was found that at different organizational levels there are different perceptions of innovation; innovation is permeating the structure, however in an unplanned manner, and innovation management is centralized in the Research and Innovation Management. Regarding the institutionalization, COMSUL innovates mostly in response to the regulatory pillar, based on laws, regulatory or supervisory entities, but there are also influences of the regulatory pillar, such as the search for certifications and, to a lesser extent, the cognitive pillar. The results highlight that the Company must be aware of innovations that are not sedimented, however, within the parameters set forth in this study, it can be considered innovative and is on the right direction. |
