Mental health in the federal health budget

Resumo: | This paper, based on the inclusion of the mental health policy in the Ministry of Health's budget plan (from 2010 onwards), analyzes the trend assumed by the budgetary action between 2010 and 2022, considering what was planned and executed. This is a documentary research, using data from the Federal Government's Integrated Budget and Planning System (SIOP). For analysis we used descriptive statistics. We identified that between 2013 and 2017 there was an expansion of budgetary actions in the Ministry of Health budget, focused on mental health, specifically for combating drugs, which enabled the implementation of new assistance devices in RAPS. However, from 2018 we identified the extinction of budgetary actions and, consequently, the suppression of resources destined to mental health. We found that the implementation of restrictive fiscal adjustment measures, imposed by neoliberal governments, caused a setback in the mental health policy that advanced in the direction of Law 10.216/2001. |

Trata-se de pesquisa documental, recorrendo aos dados do Sistema Integrado de Orçamento e Planejamento do Governo Federal (SIOP). Para análise utilizamos a estatística descritiva. Identificamos que entre 2013 e 2017 houve ampliação de ações orçamentárias no orçamento do Ministério da Saúde, voltada para a saúde mental, específicas para o enfrentamento às drogas, o que possibilitou a implementação de novos dispositivos assistenciais na RAPS. Entretanto, a partir de 2018 identificamos a extinção de ações orçamentárias e, consequentemente a supressão de recursos destinados à saúde mental.
