The contemporary relationship of State and civil society

Resumo: This paper points out some quite tense relationships occurring between State and civil society is sequence of the macro societary transformations as a result of the neo-liberal adjustment imposed by capitalism in peripherals countries. It deals with private and public, with the affirmation of public sphere and individual freedom, an historically built unity, dichotomized by the market logic, with the absence of politics and ethical decomposition. Also, those changes create other directions of State's function and in the dynamics of civil society, among them, the lack of State responsibility in matters of social question, transferring them to, most of times, to civil society' institutions. This attitude damping of social policies and with priority selective social assistance actions focused on the poor population segments.

This attitude damping of social policies and with priority selective social assistance actions focused on the poor population segments.Este artigo aborda algumas tensões existentes na relação Estado e sociedade civil, a partir das transformações macro societárias resultantes dos ajustes neoliberais impostos pelo capital para os paises periféricos.Trata do público e do privado, da afirmação da esfera pública e da liberdade individual, uma unidade historicamente construída, unidade dicotomizada pela lógica do mercado, com a ausência da política e a decomposição da ética. Também tais mudanças provocaram alterações na função do Estado e na dinâmica da sociedade civil, entre elas, a desresponsabilização do Estado com a questão social com a transferência desta, em grande medida, para instituições da sociedade civil.
