Estimate of the economic benefits of the implementation of Selected Solidary Collection (CSS) no municipality of Santana do Livramento - RS

Resumo: Solidary Selective Collection (CSS) emerges as a new proposal to encourage the minimization of waste generation, capable of significantly reducing the environmental impact and the public expenditure aimed at the collection of waste produced in the urban perimeter. The municipality of Santana do Livramento / RS, which is the object of study of this research, lacks sustainable programs such as CSS, maintaining a totally outsourced MSW management service that directly reflects the costs of public administration. Given this scenario, the present study sought to estimate the economic gain, if there was a CSS policy in the municipality. The research is characterized as exploratory, with the use of primary and secondary data. Among the results, it was verified that, in the period from 2010 to 2017, there was an increase in the cost of outsourcing garbage collection in the municipality, equivalent to 179.06%. Only in 2017, 18 thousand tons of MSW were produced, without reuse of recyclable materials. In addition, it was estimated that more than 5,000 tons could be recycled / reused. In terms of economy, because it does not have CSS, in 2016 the municipality stopped saving about R $ 1.9 million and generating a revenue of R $ 2.6 million with the commercialization of recyclable materials, showing that the prevailing model is rethought.

O município de Santana do Livramento/RS, objeto desta pesquisa, carece de programas sustentáveis como a CSS, mantendo um serviço de manejo de RSU terceirizado que afeta diretamente os custos da administração pública. Diante desse cenário, o presente estudo buscou estimar o ganho econômico caso houvesse uma política de CSS no município. A pesquisa caracteriza-se como exploratória, com a utilização de dados primários e secundários. Dentre os resultados, constatou-se que, no período de 2010 a 2017, houve um aumento de 179,06% no custo da terceirização da coleta de lixo no município. Somente no ano de 2017 foram produzidas 18 mil toneladas de RSU, sem reaproveitamento dos materiais recicláveis. Além disso, estimou-se que poderiam ser reciclados/reaproveitados mais de 5 mil toneladas.
