The Health Policy and the Space for the Participation of the Civil Society

This article analyses the trajectory of health in Brazil, beginning with the constitutional landmark which enunciates health as a social right and reiterated on Laws 8080/90 and 8142/90, where it presents the politicadministrative decentralization as a way to involve the Civil Society into the decision making of the public field of action and, in this aspect, the parity counsels become important channels for participation and social control of the society. For health, such condition implies into the possibility of keeping or increasing the character of public policy, as a citizen right and State responsibility, avoiding the political patronage, the emergency and residual assistance and the deviation of resources. We reaffirm that the parity counsels are participation channels, legally constituted for the exercise of democratic management of the public policies and represent a possibility to establish relationships between the State and the Civil Society.
