“There are no reforms without regrets”: ensiones entre Orestes Guimarães y la Congregación de la Escuela Normal de Santa Catarina con motivo de la reforma de 1911

Resumo: This article analyzes some of the tensions between Orestes Guimarães and the Congregation of the Santa Catarina Normal School in the context of the curriculum reform of 1911. The debate started with the non-approval, by the Santa Catarina governor, of the new program and schedule elaborated by the Congregation, as required by the Decree n. 572, of 25 February 1911. A founding document, this decree, written by Orestes, presents the basis on which the reform should be carried out, giving the Congregation the task of presenting a befitting program and schedule. The tension caused by the governor’s veto was worsened by his decision to immediately charge Orestes Guimarães with the task of elaborating them. The curriculum presented by the reformer is understood here as a strategy – as theorized by Michel de Certeau – to radically modify the culture of the Normal School. This curriculum will be analyzed together with the multiple tactics employed by the Congregation – also according to Certeau – to avoid putting into practice the proposed modifications, aiming to maintain the school’s old culture. For this analysis, attention was given to the new and old curricula, to reports written by Orestes Guimarães and by Horácio Nunes Pires, principal of the Normal School, and to memoranda from the school’s principal and teachers of the Normal School directed to the General Secretary of Affairs of the State of Santa Catarina.

El revuelo comenzó con la no aprobación, por parte del gobernador de Santa Catarina, del nuevo programa y cronograma elaborado por la Congregación como lo exige el Decreto n. 572, del 25 de febrero de 1911. Documento fundacional, este Decreto, de autoría de Orestes, presenta las bases sobre las que debe basarse la reforma, encomendando a la Congregación la tarea de presentar un programa y un calendario adecuados. La tensión provocada por el veto del gobernador se intensificó por su decisión de, en un acto continuo, delegar en Orestes Guimarães la tarea de elaborarlos. Entendido aquí como una estrategia -en el sentido certeauniano- para modificar radicalmente la cultura de la Escuela Normal, el currículo presentado por el reformador será analizado en interfaz con las múltiples tácticas engendradas por la Congregación -también según Certeau- para no poner en práctica algunas de las modificaciones propuestas, con miras a mantener la antigua cultura de la escuela. Para este análisis, fueron privilegiados el nuevo y antiguo currículo, informes de Orestes Guimarães y Horacio Nunes Pires, director de la escuela normal, y oficios del director y de los profesores de la Escuela Normal a la Secretaría General de Negocios del Estado de Santa Catarina.Neste artigo são analisadas algumas das tensões ocorridas entre Orestes Guimarães e a Congregação da Escola Normal Catarinense por ocasião da reforma curricular de 1911. A celeuma foi iniciada com a não aprovação, pelo governador de Santa Catarina, dos novos programa e horário elaborados pela Congregação por exigência do Decreto n. 572, de 25 de fevereiro de 1911. Documento-fundador, esse Decreto, de autoria de Orestes, apresenta as bases em que a reforma deveria assentar-se, conferindo à Congregação a tarefa de apresentar programa e horário condizentes. A tensão provocada pelo veto do governador foi acirrada pela sua decisão de ato contínuo, delegar a Orestes Guimarães a tarefa de elaborá-los. Aqui entendido como uma estratégia – no sentido certeauniano – para modificar radicalmente a cultura da Escola Normal, o currículo apresentado pelo reformador será analisado em interface com as múltiplas táticas engendradas pela Congregação – também segundo Certeau –, de modo a não colocar em prática algumas das modificações propostas, com vistas à manutenção da antiga cultura da escola.
