From collaboration to results-based management of education in Ceará, Brazil

Resumo: This article analyzes the collaboration regime in education in the State of Ceará, Brazil, as a policy that consolidates results-based management (RBM). We see the collaboration regime as a relational principle from the perspective of political, legal, and socioeconomic dimensions. The study, qualitative in nature, addressesreality through in loco observation carried out in the institutions, reviews the literature, and analyzes documents and information collected during semi-structured interviews with technicians and managers of the regional coordination offices, the municipal secretariats, and the state department. The research paper concludes that there is evidence of horizontal collaboration, in fostering tutored participation and articulation with local authorities, followed by verticalization through instrumentalization of norms and guidelines, which are consolidated within the state’s political articulation in managing literacy, along with the municipalities and schools, and in their accountability for results, linked to awards and fiscal policy. It has been observed that successive administrations maintain a policy of continuity in order to implement RBM of education and the collaboration system is a prerequisite for achieving this.

Vemos el régimen de colaboración como un principio relacional desde la perspectiva de las dimensiones política, jurídica y socioeconómica. El estudio, de carácter cualitativo, aborda la realidad a través de observación in loco realizada en las instituciones, revisa la literatura y analiza documentos e información recolectada durante entrevistas semi- structuradas con técnicos y gerentes de las coordinaciones regionales, las secretarías municipales y el departamento del estado. La investigación concluye que se evidencia una colaboración horizontal, en el fomento de participación tutorizada y articulación con las autoridades locales, seguida de una verticalización a través de la instrumentalización de normas y directrices, que se consolidan en la articulación política del estado en la gestión de la alfabetización, junto a los municipios y las escuelas, y en su responsabilidad por los resultados, vinculados a premios y política fiscal. Se ha observadoque los sucesivos gobiernos mantienen una política de continuidad con el propósito de implementar la GPR de la educación y el régimen de colaboración es un requisito previo para lograrlo.Cet article analyse le régime de collaboration en éducation dans l’État du Ceará, Brésil, comme une politique qui consolide la gestion par résultats (GPR). Nous comprenons le régime de collaboration comme un principe relationnel du point de vue des dimensions politique, juridique et socio-économique. L’étude, de nature qualitative, aborde la réalité à travers l’observation in loco menée dans les institutions, passe en revue la littérature et analyse les documents et informations recueillis lors d’entretiens semi-directifs avec les techniciens et les responsables des coordinations régionales, des secrétariats municipaux et du département de l’état. La recherche conclut qu’il existe des indications d’une collaboration horizontale, en favorisant la participation tutorée et l’articulation avec les autorités locales, suivie d’une verticalisation par l’instrumentalisation des normes et des lignes directrices, qui sont consolidées au sein de la coordination politique de l’état dans la gestion de l’alphabétisation, ensemble avec les municipalités et les écoles, et en les rendant responsables des résultats, liés aux récompenses et à la politique fiscale. Entendemos o regime de colaboração como princípio relacional sob a ótica das dimensões política, legal e socioeconômica. O estudo, de natureza qualitativa, aborda a realidade em uma investigação in loco nas instituições, revisa literatura e analisa documentos e informações coletadas em entrevistas semiestruturadas com técnicos e gestores das coordenadorias regionais, das secretarias municipais e da secretaria estadual. A pesquisa conclui que há indícios de colaboração horizontal, no fomento departicipação tutelada e articulação com os poderes locais, seguida da verticalização com a instrumentalização de normas e diretrizes, que se consolidam com a coordenação política do estado na gestão da alfabetização, junto aos municípios e às escolas, e na responsabilização destes quanto aos resultados, vinculados à premiação e política fiscal.
