Resumo: This study aims to examine the effectiveness of public education, specifically in the state of Ceará, and with what public policies in this area have contributed to change the reality of the lives of children and young people who depend on the public school for their development. The research object is the College of Military Police, created in 1997, their teaching, their management, the results achieved, the sight of parents of students and teachers. The temporal demarcation established in this study is between the years 2007 to 2012, during which analyzes were carried out on the results of education and in 2012 precisely to research conducted with parents of students and teachers. The research sources used were very diverse, becoming bibliographic and documentary research, especially in the official sites such as the one of the Ministry of Education, the Department of Planning and Management of Ceará and the Department of Education of Ceará, among others in addition to the field research, which was materialized through two questionnaires: one intended for parents of students and the second for teachers. The theoretical framework is based on the history of education in Brazil, especially in the thought of Ghiraldelli Junior, and Ceará, in the work of Antenor Naspolini. As for management models appealed to the teachings of Mark Holland and Sylvie Trosa. The results show interesting aspects of education in the Ceará State College and Military Police, as improvement in key performance indicators and positive evaluation made ​​by parents of students and teachers.

O objeto da investigação é o Colégio da Polícia Militar, criado em 1997, suas práticas pedagógicas, sua gestão, os resultados alcançados, a visão de pais de alunos e professores.  A demarcação temporal estabelecida nesta pesquisa está entre os anos de 2007 a 2012, período no qual foram realizadas as análises sobre os resultados da educação e precisamente em 2012 a pesquisa realizada com pais de alunos e professores. As fontes de pesquisas utilizadas foram bastante diversas, constituindo-se de pesquisas bibliográficas e documentais, em especial nos “sites” oficiais, como do Ministério da Educação, da Secretaria de Planejamento e Gestão do Ceará e da Secretaria de Educação do Ceará, entre outros, além da pesquisa de campo, a qual foi materializada por meio de dois questionários: o primeiro destinado aos pais de alunos e o segundo, destinado aos professores. O referencial teórico se fundamenta na história da educação no Brasil, em especial no pensamento de Ghiraldelli Júnior, e no Ceará, no trabalho de Antenor Naspolini. Quanto aos modelos de gestão recorreu-se aos ensinamentos de Marcos Holanda e Sylvie Trosa.
