Resumo: I reviewed the implementation of public policies in housing, "social interest," the popular housing and reach the following conclusions: the ineptitude of the authorities to issue housing, widespread corruption, the rural exodus, the greed ofthe builders, the usury Banks and financial agencies, the excessive cost of construction materials, the selfishness of aquinhoados more sectors of society, among other causes, explained the situation precarious housing for the poorpopulation and the failures of government initiatives in this area. Moreover, the production of social housing has characteristics that differentiate in much of other goods.

Moreover, the production of social housing has characteristics that differentiate in much of other goods.Analisamos a aplicação das políticas públicas na moradia de “interesse social”, os conjuntos habitacionais populares e chegamos as seguintes conclusões: a inépcia das autoridades na questão habitacional, a corrupção generalizada, o êxodo rural, a ganância das construtoras, a usura dos Bancos e Agências Financeiras, o exagerado custo dos materiais de construção, o egoísmo dos setores mais aquinhoados da sociedade, dentre outras causas, explicariam a precária situação habitacional da população de baixa renda e os fracassos das iniciativas governamentais nessa área.
