Analysis of Cultural Entrepreneurship:: the case of acartes culture point

Resumo: This present paper aims at evaluating if the actions utilized by the Department of Public Safety and Social Defense (SSPDS) were effective through the Cultural Ronda Project (Projeto Ronda Cultural), which used the hip hop culture as an approximation strategy between the Military Police and the youth. Aiming to support this study, a research was realized on different themes such as public security, police, youth and hip hop culture based on literature analyses that have been published in formats of books, magazines, movies, several publications and others, as well as, field research at the schools where the project was done. This study has also analyzed the data collected from the questionnaires applied by the military polices for the students who attended the courses of the Cultural Ronda Project in the second semester of 2010, which the goal was to know if the young people were comfortable with the presence of the polices from this type of project and if this project provided a possibility of approximation between the youth and the police. The research which supported this present study was realized from June to December of 2010 and the locations of the research included 6 (six) public schools of the State of Ceará, where the courses of the Cultural Ronda Project were realized in the second semester of 2010. The instrumental for data collection used was the questionnaire, which was applied for the young people who participated in the courses, in the beginning and in the end of those, besides the questionnaires about specific themes applied in rounds of conversations. The goal of the application of the questionnaires was to verify if the goals of the project had been completed successfully.

The goal of the application of the questionnaires was to verify if the goals of the project had been completed successfully.O presente trabalho busca avaliar se foram eficazes as ações utilizadas pela Secretaria de Segurança Pública e Defesa Social (SSPDS), por meio do Projeto Ronda Cultural, que usou a cultura hip hop como estratégia de aproximação da Polícia Militar com a juventude. Visando subsidiar este trabalho, foi realizado um estudo bibliográfico que envolveu temas sobre segurança pública, polícia, juventude e cultura hip hop com base nas análises de literaturas já publicadas em forma de livros, revistas, filmes, publicação avulsas e outros, bem como, com pesquisas de campo nas escolas onde foi desenvolvido o projeto. O trabalho também analisou os dados coletados nos questionários aplicados pelos policiais militares junto aos alunos que participaram das oficinas do projeto Ronda Cultural no segundo semestre de 2010,com o objetivo de saber se os jovens se sentiam a vontade com a presença dos policiais nesse tipo de projeto e se o projeto proporcionou uma possibilidade de aproximação da juventude com a polícia. O período de realização da pesquisa que subsidiou o presente estudo foi de junho a dezembro de 2010 e o lócus da pesquisa compreendeu 6 (seis) escolas públicas do Estado do Ceará, onde se realizaram as oficinas do Projeto Ronda Cultural no segundo semestre de 2010. O instrumental de coleta de dados usado foi o questionário, aplicado para os jovens que participaram das oficinas, no início e no final destas, além dos questionários sobre temas específicos aplicados nas rodas de conversa.
