From normative to empirical:: society’s participation in the Brazilian National Land Credit Program in Piauí

Resumo: The purpose of this research was to verify how in practice the participation of the Piauí society in the National Land Credit Program. This concern arose in identifying that Piauí is a state marked by the oligarchization of power with clientelistic practices and that the core of the program on screen is democratic with effective participation of society in an autonomous way and social control. The combination of these two systems of opposing essences resulted in the following findings in Piracuruca, Piauí: a) through the quantitative analysis there was a strong participation of civil society in the National Land Credit Program; b) through a qualitative view, it was observed that the Center for Education and Environmental Assessment, which is solely responsible for the technical advice of the settlements in Piracuruca, has been present throughout the process since the formation of the associations, in the approval of the proposals in the Municipal Council of Sustainable Rural Development and even in the composition of the PT, party of the current governor.

Esta preocupación surgió al constatarse que Piauí es un estado brasileño marcado por la oligarquización del poder, con prácticas clientelistas, y que el núcleo del PNCF es democrático, con participación efectiva de la sociedad pautada por la autonomía y el control social. La unión de estos dos sistemas con esencias opuestas resultó, en el municipio de Piracuruca, en las siguientes constataciones: a) por medio de análisis cuantitativo, se observó una fuerte participación de la sociedad civil en el PNCF; b) desde una perspectiva cualitativa, se observó que el Centro de Educación y Asesoramiento Ambiental (CEAA), único responsable de la asesoría técnica de los asentamientos en Piracuruca, está presente en todo el proceso, desde la formación de las asociaciones, en la aprobación de las propuestas en el Consejo Municipal de Desarrollo Rural Sostenible y hasta en la composición del Partido de los Trabajadores (PT), misma sigla partidaria del actual gobernador.O intento dessa pesquisa foi verificar como se dá na prática a participação da sociedade piauiense no Programa Nacional de Crédito Fundiário. Essa preocupação surgiu ao identificar que o Piauí é um Estado marcado pela oligarquização do poder com práticas clientelistas e que o âmago do Programa em tela é democrático com participação efetiva da sociedade de forma autônoma e de controle social.
