Public University - “bureaucratic nature” and variables that interfere with the efficiency of work processes:: a study from Pará State University

Resumo: | Given the complexity of the current globalized world, amid an unstable environment of accelerating change, public management reacts slow and unsatisfactory in relation to changes and advances of contemporary becoming increasingly vulnerable to failures and shortcomings (CASTOR , 1987). The red tape over the years gained critical role in providing the organizational control compliance with the law through established norms and standards (Weber, 1996). However, excessive bureaucratic procedures in the internal environment of public non facilitates agility and innovation management practices adapted to the models imposed by the demands of the modern world (Bresser Pereira, 1996). The overall goal of this dissertation is to identify the scope so that the UEPA operationalize administrative procedures in relation to the processes of work in the area and the factors that affect the internal environment management. In order to reach the proposed objective, we adopt the quantitative research through questionnaires having as subject managers and administrative staff crowded at the Rectory. The results reveal that the bureaucratic logic is responsible for a complex dynamic between the employees and the organization, with consequences on the perceived culture of the organization, which has significant influence internal standards, hindering the achievement of planned actions by the research institution. Finally, we present the theoretical and empirical implications of the research for UEPA, seeking suggestions for improvements in administrative procedures that facilitate agility in performing the tasks for increasing organizational effectiveness. |

A formalidade burocrática ao longo dos anos ganhou papel fundamental no controle organizacional proporcionando o cumprimento da legalidade através de normas e padrões estabelecidos (WEBER, 1996). Porém, o excesso de procedimentos burocráticos no ambiente interno das organizações públicas não facilita a agilidade e inovação de práticas gerenciais adaptada aos modelos impostos pelas exigências do mundo moderno (BRESSER PEREIRA, 1996). O objetivo geral da presente dissertação tem por escopo identificar a forma que a UEPA[1] operacionaliza os procedimentos administrativos em relação aos processos de trabalhos da área meio e os fatores do ambiente interno que interferem na gestão. Com vista ao alcance do objetivo proposto, adotamos a pesquisa quantitativa através de aplicação de questionários tendo como sujeitos os gestores e técnicos administrativos lotados na Reitoria. Os resultados encontrados revelam que a lógica burocrática é responsável por uma dinâmica complexa entre os funcionários e a organização, com reflexos perceptíveis sobre a cultura da organização, a qual apresenta significativa influência das normas internas, dificultando a concretização das ações planejadas pela instituição pesquisada. Por fim, serão apresentadas as implicações teóricas e empíricas da pesquisa para UEPA, buscando sugestões de melhorias nos procedimentos administrativos que facilitem a agilidade na execução das tarefas para o aumento da eficácia organizacional.
