Resumo: O presente artigo intitulado “Análise do Conselho Municipal de Proteção ao Patrimônio Histórico-Cultural-COMPHIC - como agente de Participação Social nas Políticas Públicas de Proteção do Patrimônio Histórico e Cultural no Município de Fortaleza/Ce” tem como objetivo principal analisar a participação social no que se refere a efetivação dessas políticas, bem como suas boas práticas, tendo o cidadão como fiscalizador e detentor da proteção da história da cidade como um instrumento cultural. As reflexões feitas propiciam uma compreensão da importância dos conselhos para que se efetivem as politicas públicas de proteção ao patrimônio histórico e cultural da cidade de Fortaleza, com o intuito de empoderamento da memória da cidade e do cidadão como coparticipe desse empoderamento.
