Resumo: This work analyzes the role of popular participation as an input in the design of public policy in the state of Ceara during 2012-2015. A historic perspective about popular participation in political decisions was elaborated through a bibliographic survey. Using this survey instrument, the work analyzes how the concept of popular participation evolved since the sixteenth century, considering direct political participation and participation by representation. To complement the historic perspective, this work discusses the importance of policy planning to public policy outcomes. In addition, the work studies the evolution of the main economic plans adopted by Brazil, considering the period from 1930 to the current plan (Plano Plurianual). A documental survey demonstrates how the current economic plan was designed, highlighting the popular participation in Ceara. The work shows the Ceara’s state government intended to build, in a consistent fashion, a society that participates in the design of public policy, looking at the individual needs of each region of the state. The consolidation of seventeen regional workshops for local policy development is evidence of significant popular participation.

The consolidation of seventeen regional workshops for local policy development is evidence of significant popular participation.Este trabalho tem como finalidade analisar a participação popular no processo de elaboração do planejamento de políticas públicas no Estado do Ceará para o período de 2012-2015. Para alcançar esse fim, o presente estudo foi desenvolvido a partir de uma pesquisa bibliográfica e documental. Com a pesquisa bibliográfica foi possível fazer um levantamento histórico de como ocorreu o surgimento da necessidade da participação da sociedade nas decisões políticas, e como o conceito de participação popular evoluiu a partir do século XVI, num debate que veio se prolongando nos séculos seguintes, entre a participação do cidadão na política de forma direta ou da sua participação por representação. Complementar a esse levantamento histórico fez-se uma análise a respeito da importância do planejamento no resultado da implantação das políticas públicas. Analisou-se também a evolução dos principais planos econômicos adotados no Brasil a partir de 1930, até a utilização atualmente do Plano Plurianual, ferramenta de planejamento estratégico obrigatório a partir da Constituição Federal de 1988. Com a pesquisa documental mostra-se o modo como surgiu o Plano Plurianual no Brasil e o modo como esta lei é elaborada de forma participativa no Estado do Ceará. Como resultado a pesquisa mostrou que o governo estadual do Ceará, ao utilizar o Plano Plurianual Participativo, buscou construir de forma consistente, uma sociedade mais participativa no processo de escolhas das políticas públicas, baseado nas reais necessidades de cada região do Estado, com o objetivo de reduzir as diferenças socioeconômicas existentes entre as regiões do Estado.
