This work sought to analyze the rainfall between the years 2010 and 2020 in the municipality of Solonópole in Ceará and seek to understand how the uncertain flow of precipitation influences the dynamics of coexistence with water scarcity in the region, especially, at first, with residents of the locality. of Sítio Alívio, a community belonging to the municipality. For that, an interview was carried out about their perspectives and knowledge about the causes and problems caused by the lack of water, as well as probable solutions. This is a bibliographic work, focused on deepening research, actions and policies aimed at mitigating the effects of drought in semi-arid regions, with emphasis on the strategies developed by EMBRAPA. It became evident that climatic and social factors, such as inefficiency and constancy of public policies, collaborate with the problem of water scarcity, and it is essential to develop, study and implement gradually more effective measures.
