Resumo: | O This article analyzes the formation of an educational centrality exercised by the Municipality of Sobral, in the Northwest of Ceará, by constituting a Basic Education network capable of obtaining results of excellence in learning in the Municipality. Sobral, since the 20th century, plays an educational role with the support of different actors in the construction of educational institutions that induced the horizontal growth of the Urbe. In addition, in 1997, during the first administration of Mayor Cid Ferreira Gomes, an educational reform was implemented that spurred the creation of an educational network and the implementation of learning programs with the aim of eradicating illiteracy and school dropout. Therefore, Sobral, historically, exerts an influence and educational centrality in the surrounding municipalities, this gave rise to the coming municipal administrations to follow the same steps and to execute a package of actions that would modernize the city and its basic education, with the mission of promoting results significant learning opportunities in which he qualified the Municipality of Sobral as the “capital of Brazilian education”. |

Este artículo analiza la formación de una centralidad educativa ejercida por el Municipio de Sobral, en el Noroeste de Ceará, al constituir una red de Educación Básica capaz de obtener resultados de excelencia en los aprendizajes del Municipio. Sobral, desde el siglo XX, juega un papel educativo con el apoyo de diferentes actores en la construcción de instituciones educativas que indujeron el crecimiento horizontal de la Urbe. Además, en 1997, durante la primera administración del alcalde Cid Ferreira Gomes, se implementó una reforma educativa que impulsó la creación de una red educativa y la implementación de programas de aprendizaje con el objetivo de erradicar el analfabetismo y la deserción escolar. Por lo tanto, Sobral, históricamente, ejerce una influencia y centralidad educativa en los municipios aledaños, esto dio pie a que las próximas administraciones municipales siguieran los mismos pasos y ejecutaran un paquete de acciones que modernizaran la ciudad y su educación básica, con la misión de promover resultados oportunidades de aprendizaje significativas en las que calificó al Municipio de Sobral como la “capital de la educación brasileña”.Este artigo analisa a centralidade educacional exercida pelo Município de Sobral no Noroeste cearense ao constituir uma rede de Ensino Básico capaz de obter resultados de excelência na aprendizagem ao Município. Sobral, desde o século XX, desempenha um papel educacional com o apoio de distintos atores na construção de instituições de ensino que induziu o crescimento horizontal da Urbe. Além disso, em 1997, na primeira gestão do prefeito Cid Ferreira Gomes, foi implantada uma reforma educacional que impulsionou a criação de uma rede educacional e a execução de programas de aprendizagens com intuito de erradicar o analfabetismo e a evasão escolar.
