The dissertation in question addresses the operationalization of actions by the municipal government aimed at individuals experiencing homelessness in the city of Feira de Santana. The research aimed to investigate how municipal actions targeting the homeless population in the city of Feira de Santana are operationalized. This broader objective unfolds into specific ones. Upon analyzing the reality of access to public policies for individuals experiencing homelessness in the mentioned city, the existence of groups and individuals in a severely vulnerable social situation was observed. These individuals bear the marks of weakened social support and the breakdown of access to basic and essential rights. The study arose from personal, professional, and academic motivations. These motivations prompted the following question: How have institutionalized public policy actions for individuals experiencing homelessness in the city of Feira de Santana been developed? As such, the methodological approach is based on documentary analysis and official data from the municipal administration of Feira de Santana. Following this, the literature review is presented, encompassing concepts and theories related to homelessness, public policies for this population, covering federal, state, and municipal levels, as well as complementary legislation. These steps support the research focus, which is the detailed analysis of the operationalization of actions directed towards individuals experiencing homelessness. The study presents the local reality during the years 2020 and 2021, through data analysis, and proposes reflections throughout the research that examine the strategies adopted. Emphasis is placed on the integration among sectors, entities, and how collaborations are established to facilitate interactions with this group. Lastly, the Social Product of the Research proposes an operational management model for the execution of activities, coordination, integration of governmental and non-governmental partners through a unified channel. The proposed model aims to enhance and improve the flow of actions, services, and support for individuals experiencing homelessness, encompassing the assurance of their rights.
