Faced with the growing tensions in Europe, resulting from the Seven Years War (1756-1763), when “colonial competitions were then brought to the climax”, it was indispensable to increase the defensive capacity both in the Kingdom of Portugal and , also, in the State of Brazil, its main colonial land. The prime minister of D. Jose, Marques de Pombal, launches an ambitious program of military reforms: repair of fortifications, improvement of the regular army and reform of the militias. We intend to make a brief analysis of the strategy “People to Defend” in the context of the second half of the eighteenth century, specifically within the Pombaline military policy in the Macapá region, considered by the central administration as a risky territory. From written documents related to the region, we intend to make the counterpoint between the Pombal military project and what it actually managed to carry out in the region.
